背景技术
近些年来，对详细的气象信息的要求已急剧增加。个人计算机和通信设备由于具备收集、处理、传输和接收数据的能力，所以也增加了对更多信息的要求。这样，专业化的信息和有附加值的服务大量被需求。最终用户不再要求收集、处理和评价原始数据。没有什么地方比北美在气象服务方面这种状况更为明显。
几年前，无线广播和电视广播公司认识到他们的听众和观众对气象信息的需求增加，于是为了提高市场地位，他们就增加了气象广播的节目。今天，对气象信息的具体内容的需求已超过了广播公司所能达到的水平。事实上，公司和个人活动的每一个方面都不断受气象的好坏影响。
就象大多数国家一样，在美国，一个政府性机构(美国国家气象服务局)承担了为一般大众提供气象服务产品的主要责任。这些产品，象咨询，公告和预报制作出来并可被第三方获得，象广播公司，报纸，互连网站点，寻呼公司和其它主体，然后，它们把这些信息传播给大众。然而，这只是气象信息运作的一个方式。

空间位置标识符R1，R2，R3，R4的量值可以相同也可以不同，而且空间位置标识符R1，R2，R3，R4的量值可以有很大的改变并由用户需要选择。
特定的用户可以通过适当的方法把用户定义的参数输入到用户输入数据库14中。比如，用户输入数据库14被按需要配置以便通过多种可选的源获得它的数据，这些源由用户选择，比如电话服务网络，使用无线应用协议技术的移动电话网络通过口头方式，也可以是电子邮件，个人数字助理，笔记本计算机或交互式互连网站点。而且，用户可以把用户定义的参数邮寄给广播网络10而且个人可以在广播网络10通过键盘或别的相似输入设备向用户输入数据库14直接输入用户定义参数。在一个具体实施例中，用户通过自己的通信设备11把所选的信息输入到用户输入数据库14中。
气象信息数据库21至少含通信位置数据库16和用户数据库14中的空间位置标识符标识的空间位置的实时气象数据。气象分析单元12基于实时气象数据而产生各种气象事件的预测。气象信息数据库21按需从多种资源中至少一种接收实时气象数据，这些资源如例(但不局限于此)，政府气象信息资源，私人运作的气象信息资源和别的不同的气象资源。实时气象数据可以从气象信息数据库21的物理位置输入或通过移动电话网络，应运无线应用协议的移动电话网络，因特网，航空通信系统，电子邮件，个人数字助理，笔记本计算机，常规计算机或别的无线设备输入。
通信设备位置数据库16是本发明的一个可选特征，当用户在用户通信设备11所处的动态空间位置要求实时气象咨询或气象事件的预测时通过信号通路22使其成为可能。通信设备位置数据库16被不断更新以使其包括实时数据以指示出通信设备11达到空间位置。在一个实施例中，用户简表中的用户标识符代码通过信号通路22被传输到通信设备位置数据库16中。通信设备位置数据库16按需通过多种方式中的至少一种从用户标识符代码标识的通信设备11接收数据，这些方式可以是移动电话网络，使用无线应用协议的移动电话网络，全球定位卫星技术，因特网，远距离无线电导航技术，雷达技术，脉冲转发器技术或任何其它可以跟踪通信设备11的空间位置且能把其位置传输到该广播网络10的通信设备位置数据库16的技术。更适宜地，通信设备位置数据库16连续自动更新每个通信设备11的位置，例如通过无线应用协议技术。
举例(但不局限于例)，通信网络20可以是移动电话网络，使用无线应用协议的移动电话网络，因特网，传真网络，卫星网络(单向或双向，射频无线电网络，或任何其它能把信息从信息源传到终端用户的装置。
通信设备11可以是单向也可是双向的，例如它可以是(但不限于此)一个便携设备，不如移动电话，智能电话，寻呼机，笔记本计算机或个人数字助理以及任何其它任何能接收气象信息数据的电子设备。而且，通信设备11可以并入到用户使用或可使用的某个物体中，比如，头盔，汽车或飞机。为阐述目的而提供的图1中只有3个通信设备11，交互式气象咨询系统8预期使用多个通信设备11。
气象分析单元12通过信号通道24，26和28接收用户输入数据库14，通信设备位置数据库16和气象信息数据库21中的数据。举例(但不限于此例)气象分析单元12可以是按需程序化了的自动和连续地比较用户输入数据库14，通信设备位置数据库16和气象信息数据库21中的数据的计算机，以便为用户输入数据库14中的每个用户定义的参数生成一个个性化的气象输出信号包括气象信息，这些气象信息都在空间范围标识符标识的空间范围内。气象输出信号通过信号通路32传输到通信网络20。
气象分析单元12从气象信息数据库21中收集实时气象数据。用在此处的术语“实时气象数据”，是为了指示当前和近当前的连续更新的气象数据。在某些情形下，“实时气象数据”可以被延迟，延迟的时间可以相对有一个小的时间增量，比如5分钟，15分钟或30分钟。在别的情况下，“实时气象数据”可以无延迟提供。可以料想，随着通信网络和与气象有关的技术加快，该时间增量将逐渐减小。
气象分析单元12生成所有与气象相关的事件且把气象信息数据库21中过去和现在的事件(比如将来的位置，强度和轨迹)进行比较，以建立一个四维数据库。其中三维定义地球表面上的一个物理位置(空间位置标识符(X1，Y1，Z1))。第四维是时间；过去，现在或将来(标识为T1，T2，T3，T4)。通过实时采用高速计算机处理器，气象分析单元12B把在特定位置(X1，Y1，Z1，T1)所有事件(过去，现在和预测的)，与同一个用户输入的数据(用户输入数据库；X1，Y1，Z1，R1，T1)进行比较，从而标识出所有匹配结果(气象输出信号)并通过通信网络20和通信设备11输出到用户。
通信网络20通过信号通道32和30接收气象输出信号和用户标识符代码。此外，与通信网络20通过信号通道34a，34b和34c把个性化的气象输出信号传输到与用户标识符代码相联系的通信设备11相响应，每个用户接收个性化的气象信息。
信号通路34a，34b和34c指任何合适允许电子通信的通信链路，比如，信号通路34a，34b和34c可以是点到点的共享的或专门的通信，红外链路，微波链路，电话链路，有线电视链路，卫星和无线电链路和光纤光学链路。
不同气象信息的组合都可以输入到用户输入数据库14中以便为用户提供优选的具体的气象信息。比如，一个正在驾车的用户可能会希望从气象咨询系统8中得到从他出发点到终点的半径2.5英里(4公里)范围内的所有有关冰暴的信息。用户，比如，在他的汽车里通过他的智能电话(通信设备11)与一个应用无线应用协议的汽车电话网络(通信网络20)连接，向用户输入数据库14中输入选择的信息，也就是，用户的智能电话号码(用户标识符代码)，冰暴(气象内容标识符)，2.5英里(4公里)的半径(空间范围标识符24)和空间位置动态状况(用户智能电话的空间位置被自动地，连续地监视)，及类似信息。
交互式气象咨询系统8监视气象信息和通过气象分析单元12预测气象事件。在汽车行驶的过程中，沿汽车行驶的路线上，汽车周边半径2.5英里(4公里)范围内，当一个冰暴被侦测到或很可能形成时，交互式气象咨询系统8就把个性化的气象输出信号传输到用户智能电话。
个性化的气象输出信号可以是声频和/或视频数据信号，比如，个性化的气象输出信号可以是一个WAV文件或别的一个含实际动画表述的文件，或者是一个虚拟的对用户的个性化的语音信息。在上例中，个性化的消息可以是在汽车前面2.5英里(4公里)的冰暴，这样用户就应该考虑停车等一下以避过该冰暴。可选地，个性化的消息可以是在汽车前面2.5英里(4公里)的冰暴，这样用户就应该考虑停车等另一条个性化的气象输出信号通知以避过该冰暴。换句话，气象分析单元12可以传输另一条个性化的气象输出信号给用户，这是通过通信网络20和通信设备11通知用户由气象内容标识符标识的气象状况已经过去或已经在空间范围标识符所能标识的空间位置之外。
作为另一个例子，用户可能希望被告知某个动态空间位置的空间范围内所有的实时气象数据和气象事件预测。例如，当用户驾机从俄克拉菏马州的塔尔萨飞到俄克拉菏马城的途中，他可能对他的飞机是否遭遇结冰的危险感兴趣。为了获得一定水平上的舒适和安全，用户希望知道他飞机的动态位置的10英里(16公里)范围内的结冰状况。这样，用户通过他的智能电话或别的合适的他飞机上的航空电子设备(通信设备11)与一个使用无线应用协议的移动电话网络(通信网络20)连接，输入选择的信息到他的用户输入数据库14；也就是，用户智能电话号码(用户标识符代码)，结冰(气象内容标识符)，10英里(16公里)的半径(空间范围标识符24)和空间位置动态状况。当飞机穿过从(X1，Y1，Z1，T1)到(X4，Y4，Z4，T4)的时间和空间范围时，用户智能电话或别的合适的航空电子设备的空间位置就被连续地，自动地监视。交互式气象分析单元21就监视气象信息数据库21中的实时气象数据并预测气象事件，以便当在飞行器的10英里(16公里)的半径范围内侦测到结冰或很可能形成结冰时，把个性化的气象输出信号传输到用户智能电话或可标识的航空电子设备。
如同另一个例子，用户可能仅对某个特定的固定空间位置和特定的空间范围的某个特定气象模式感兴趣，而不考虑通信设备11当前所处的位置。为了实现这个用户的要求，广播网络10不用通信设备位置数据库16。用户把选择的信息输入到输入数据库14，也就是用户电话号码(用户标识符代码)，用户感兴趣的特定气象模式的代码(气象内容标识符)，用户感兴趣的空间位置所处的空间范围(空间范围标识符)和用户感兴趣的空间位置(空间位置标识符)。气象分析单元12就实时监视气象信息数据库21中的气象数据并预测气象事件，以便把用户要求的空间位置和范围的与该气象模式相应的个性化的气象信息传输给用户。
再举一个例子，可能用户只对某个特定的时间，特定的空间范围内和特定的空间位置的某个气象状况感兴趣。为了满足用户的要求，该广播网络10不使用该通信设备位置数据库。用户把选择的信息输入用户输入数据库14中，也就是，用户电话号码(用户标识符代码)，用户感兴趣的特定气象模式的代码(气象内容标识符)，用户感兴趣的空间位置所处的空间范围(空间范围标识符)和用户感兴趣的空间位置(空间位置标识符)以及用户希望得到的他感兴趣的空间位置的气象状况的时间和日期(时间标识符)。气象分析单元12从气象信息数据库21监视由空间位置标识符和空间范围标识符标识的空间位置和空间范围的实时气象数据以决定由时间标识符标识的时间下的该特定气象状况出现的几率。气象分析单元12通过信号通路32把个性化的输出信号送到通信网络20。通信网络20通过信号通路30从用户输入数据库14接收用户标识符并把从气象分析单元12接收来的气象输出信号传输到用户标识符代码标识的特定通信设备11。这样，用户收到相应空间位置，空间范围和用户要求的时间下的个性化气象信息。
信号通路22，24，26，28，30和32可以是为实现本发明而采用的不同硬件和/或软件之间的逻辑和/或物理的链路。基于清晰地阐述本发明各独立组件之间的传输的信息和逻辑，每个信号通路22，24，26，28，30和32都被独立地显示和说明。操作中，信号通路可以不是分离的信号通路而是单一的信号通路。而且，本发明中不同的信息没有必要必须按图1中的方式在各组件之间传递。比如，虽然图1中阐述了用户标识符代码通过信号通道30从用户输入数据库14中直接被传输到通信网络20，但是用户标识符代码可以通过信号通道24传输到气象分析单元12，然后再通过信号通道32传输到通信网络20。
应该理解，虽然说明了用户通过手动的方式把用户标识符代码输入到用户输入数据库14，但用户标识符代码也可通过通信设备11自动地输入到用户输入数据库14中。
一旦用户定义的参数被输入到用户输入数据库14中，基于目标市场的目的，用户定义参数可以随同气象内容标识符一起被气象分析单元12分析。多个厂商36可以通过信号通道38a，38b，38c连接到广播网络10的气象分析单元12。厂商36可以独立地向气象分析单元12输入搜寻信息以汇编一套对厂商36有用的信息数据。
比如，某个出售除雪机的厂商36a，可以向气象分析单元12输入气象内容标识符和时间标识符以便要求一个列表，该列表显示下周美国各地将降至少10英寸雪的所有空间位置。气象分析单元12将编辑一个下周在美国各地将降10英寸雪的所有空间位置的数据集，该数据集的编辑是根据至少一个气象内容标识符，时间标识符和储存在气象信息数据库21中的实时气象数据。然后，数据集被输出给厂商36a。根据该数据集，厂商36a可以向数据集中的地区送去广告或额外的除雪机。
作为另一个例子，该出售除雪机的厂商36a可以向气象分析单元12中输入一个气象内容标识符和时间标识符，以便要求一个用户简表名单，该名单包括所有居住在下周将要降至少10英寸雪的美国所有地方的用户。气象分析单元12将编辑一个下周在美国各地将降10英寸雪的所有空间位置的数据集，该数据集的编辑是根据至少一个气象内容标识符，时间标识符，用户简表和储存在气象信息数据库21中的实时气象数据。然后，数据集被输出给厂商36a。根据该数据集，厂商36a可以向数据集中的客户送去广告。
可以看到用户将订够广播网络10提供的服务。在这方面，广播网络10可以向用户收费，也可以不收费。而且，广播网络10提供的某些服务要收一些费，而另外一些服务则要提高收费。
为了节省处理能力，气象分析单元12可以定时地判断哪个通信设备11关闭或超出范围，一旦判断做出，气象分析单元12就不再为已关闭或超出范围的通信设备11生成个性化的气象输出信号。一旦某个特定的通信设备11打开或在服务范围，气象分析单元12就会尝试为该通信设备11生成个性化的气象输出信号。换而言之，为了节省处理能力，气象分析单元12只为那些开机的且在服务范围内的通信设备11生成个性化的气象输出信号。
气象分析单元12可以位于广播网络10，可选地，也可以从广播网络10余下部分中分离出来，并为广播网络10服务。
从以上的说明，很明显本发明适应于达到所述目的并取得所提到的优点以及本发明的固有优点。本发明优选实施例是基于本公开的目的而被说明，可以理解，本领域技术人员能够在本发明的范围之内做大量改变。

Claims (18)

1.一种广播网络，用于选择性地把个性化的气象输出信号传输到多个距所述广播网络遥远的通信设备中的至少一个通信设备，所述广播网络包括：
含有多个用户定义参数的用户输入数据库，每个所述用户定义参数包括用户简表，所述用户简表包括标识通信设备的用户标识符代码；
分析单元，其接收空间位置标识符并将空间位置与数据进行比较以产生个性化的气象输出信号；和
通信网络，其接收所述个性化的气象输出信号，并将所述个性化的气象输出信号传输到所述通信设备。
2.根据权利要求1所述的广播网络，其中所述个性化的气象输出信号通过移动电话网络被传输到特定的通信设备。
3.根据权利要求1所述的广播网络，其中至少一个所述用户标识符代码标识移动电话。
4.根据权利要求1所述的广播网络，其中至少一个所述用户标识符代码标识寻呼机。
5.根据权利要求1所述的广播网络，其中至少一个所述用户标识符代码标识笔记本电脑。
6.根据权利要求1所述的广播网络，其中至少一个所述用户标识符代码标识个人数字助理。
7.根据权利要求1所述的广播网络，其中所述个性化的气象输出信号包括视频数据信号。
8.根据权利要求7所述的广播网络，其中所述视频数据信号包括用于生成动画图形的数据。
9.根据权利要求7所述的广播网络，其中所述视频数据信号是.wav文件。
10.一种广播网络，用于选择性地把个性化的气象输出信号传输到多个距所述广播网络遥远的通信设备中的至少一个通信设备，所述广播网络包括：
含有多个用户定义参数的用户输入数据库，至少一个所述用户定义参数包括用户简表，所述用户简表包括标识通信设备的用户标识符代码；
分析单元，其在用户的要求下接收空间位置标识符并将所述通信设备的空间位置与数据进行比较以产生个性化的气象输出信号；和
通信网络，其接收所述个性化的气象输出信号，并将所述个性化的气象输出信号传输到所述通信设备。
11.根据权利要求10所述的广播网络，其中所述个性化的气象输出信号通过移动电话网络被传输到特定的通信设备。
12.根据权利要求10所述的广播网络，其中至少一个所述用户标识符代码标识移动电话。
13.根据权利要求10所述的广播网络，其中至少一个所述用户标识符代码标识寻呼机。
14.根据权利要求10所述的广播网络，其中至少一个所述用户标识符代码标识笔记本电脑。
15.根据权利要求10所述的广播网络，其中至少一个所述用户标识符代码标识个人数字助理。
16.根据权利要求10所述的广播网络，其中所述个性化的气象输出信号包括视频数据信号。
17.根据权利要求16所述的广播网络，其中所述视频数据信号包括用于生成动画图形的数据。
18.根据权利要求16所述的广播网络，其中所述视频数据信号是.wav文件。
