Abstract
Description
そこで、処理速度を改善すること等を目的として、フッ素を不溶化するための技術が種々提案されている。例えば、特許文献1には、リン酸水素カルシウム二水和物の粉状粒子を水に懸濁処理してその粒子表面を活性化させたものからなるフッ素汚染土壌の処理剤が開示されている。しかしながら、粒子表面を活性化する処理が必要であり、工程が煩雑となる。
特許文献2には、希土類元素の化合物及び希土類鉱石から選ばれる希土類元素含有物質を用いて土壌中のフッ素を不溶化する例が開示されているが、希土類資源を用いるため処理コストが高くなる上に、排水中に阻害因子となるリン酸イオンなどの陰イオンが存在すると前工程として除去しなくてはならない。
特許文献3には、pH4.0以下のフッ素含有排水に、比表面積40~200m2/gの酸化マグネシウムを添加し、凝集剤を加えて固液分離する処理方法が開示されているが、処理時のpHに制限があるため、強アルカリ溶液では処理が困難となる上に、スラリーでの材料供給が難しい。
特許文献5には、フッ素溶液にカルシウム化合物を添加し、さらにリン酸やリン酸化合物を添加することによりpHを低下させ、フッ素を不溶化させる方法が開示されているが、煩雑なpH調整が必要とされる。
特許文献6には、ドロマイトを焼成して得られる半焼成ドロマイトを有効成分とする排水中のフッ素イオンの除去剤が開示されている。この半焼成ドロマイトは、遊離酸化カルシウムの含有量が1.5質量%以下で、遊離酸化マグネシウの含有量が7質量%以上であり、フッ素を低濃度まで除去することができるが、反応速度が遅く、処理に時間を要する。
アンチモン含有排水の処理方法としては、従来、塩化第二鉄を添加して凝集沈殿する方法が知られている。さらに、特許文献7には、アンチモン含有水へカルシウム塩を添加しアルカリ性として水酸化物を沈殿させ、この水酸化物を分離する第1の工程と、前記第1の工程により分離された水溶液へマグネシウム塩を添加しアルカリ性として水酸化物を沈殿させ、この水酸化物を分離する第2の工程とを含む処理方法が開示されている。しかしながら、この方法は2段処理が必要であり、発生汚泥量が増加すると共に工程が煩雑となる。
[1]水酸化ドロマイト及びリン酸化合物を含有する有害物質不溶化材であって、該有害物質が、排水、土壌、焼却灰又は石炭灰に含まれる第二種特定有害物質及びアンチモンから選ばれる1種以上であり、該水酸化ドロマイト中のカルシウム成分1モルに対する、該リン酸化合物のリン成分のモル比(〔P/Ca〕モル比)が0.1~0.7である、有害物質不溶化材。
[2]前記有害物質が、排水、土壌、焼却灰又は石炭灰に含まれるフッ素、ホウ素、セレン及びアンチモンから選ばれる1種以上である、[1]に記載の有害物質不溶化材。

本発明に係る有害物質不溶化材は、水酸化ドロマイト及びリン酸化合物を含有し、排水、土壌、焼却灰又は石炭灰に含まれる第二種特定有害物質及びアンチモンから選ばれる1種以上の有害物質を不溶化するものである。なお、本明細書において、本発明の有害物質不溶化材を、単に「不溶化材」ということがある。
<有害物質>
本発明の有害物質不溶化材の処理対象物は、有害物質を含む排水、土壌、焼却灰、又は石炭灰である。前記処理対象物に含まれる有害物質としては、平成15年に施行された土壌汚染対策法で規定された第二種特定有害物質に含まれるカドミウム、鉛、六価クロム、ヒ素、水銀、セレン、フッ素、ホウ素及びシアン、さらにはアンチモン等を例示することができ、これらの化合物も含まれる。中でも、本発明の有害物質不溶化材が高い不溶化効果を発揮する観点から好適なものは、カドミウム、セレン、ヒ素、フッ素、ホウ素及びアンチモンであり、より好適なものはフッ素、ホウ素及びアンチモンである。本発明では、処理対象物の排水、土壌、焼却灰又は石炭灰には、上記で例示した有害物質を1種単独で含んでいても、2種以上を含んでいでもよい。
ドロマイト(Dolomite)は、カルサイト(Calcite)と呼ばれる炭酸カルシウム(CaCO3)と、マグネサイト(Magnesite)と呼ばれる炭酸マグネシウム(MgCO3)との、理想的には1:1の複塩である。成分的にみれば、これはカルサイトとマグネサイトとの中間に位置する物質である。ドロマイトを比較的温和な条件で加熱すれば、脱炭酸反応が起こって、「軽焼ドロマイト」と呼ばれる酸化カルシウム(CaO)と酸化マグネシウム(MgO)との混合物が得られる。軽焼ドロマイトに水を加えて消化すれば、水酸化カルシウム(Ca(OH)2)と水酸化マグネシウム(Mg(OH)2)との混合物である、水酸化ドロマイトが得られる。水酸化ドロマイトには、炭酸カルシウム、酸化カルシウム、炭酸マグネシウム、二酸化ケイ素、酸化アルミニウム、酸化第二鉄等の他の成分を本発明の効果を妨げない範囲で含有していてもよい。
また、本発明では、水酸化ドロマイトの原料として、軽焼ドロマイトを用いることができる。本発明に用いられる軽焼ドロマイトとしては、JIS R9001に規定する特号及び1号の軽焼ドロマイトが好適である。軽焼ドロマイトは、処理対象物である排水、土壌、焼却灰又は石炭灰に含まれる水と反応して消化により水和され、水酸化ドロマイトに変化するので、水酸化ドロマイトを調製する工程を省略して軽焼ドロマイトをそのまま用いても水酸化ドロマイトによる本発明の効果が発揮される。
水酸化ドロマイト中における、水酸化カルシウム及び水酸化マグネシウムの合計量は、短時間で効率的に有害物質を不溶化させる観点から、好ましくは70質量%以上、より好ましくは80質量%以上、更に好ましくは85質量%以上である。また、調達のし易さ及び製造の容易性の観点から、好ましくは100質量%以下、より好ましくは95質量%以下、更に好ましくは90質量%以下である。
本発明に用いられるリン酸化合物としては、水酸化ドロマイトと反応して水酸化アパタイトを形成するものであれば、制限無く用いることができ、具体的には、リン酸二水素カリウム、リン酸水素二カリウム、リン酸三カリウム、リン酸二水素ナトリウム、リン酸水素二ナトリウム、リン酸三ナトリウム、リン酸二水素アンモニウム、リン酸水素二アンモニウム、リン酸三アンモニウム、及びこれらの水和物、並びに過リン酸石灰等のリン酸系肥料等が挙げられる。リン酸化合物は、1種単独でも、2種以上を組み合わせて用いてもよい。中でも、リン酸の溶解性、入手の簡便性の観点から、リン酸二水素カリウム、リン酸二水素ナトリウム、リン酸二水素アンモニウム、及びこれらの水和物、並びに過リン酸石灰が好ましく、リン酸二水素カリウム及びこれらの水和物がより好ましい。

上記式(1)から、化学量論的には、リン酸アパタイトのカルシウム成分に対するリン成分のモル比として、Ca:P=5:3となる量(〔P/Ca〕モル比:0.6)が等量である。
本発明に用いる水酸化ドロマイトは、水酸化カルシウムとともに水酸化マグネシウムを含有しており、詳細なメカニズムは明らかではないが、水酸化マグネシウムが前記リン酸アパタイトの構造に何らかの影響を及ぼすことで、カルシウム化合物よりも反応速度が速くなり、短時間で有害物質を不溶化することができると考えられる。
本発明の不溶化材には、本発明の効果を妨げない範囲で他の成分を含んでもよい。他の成分としては、薬剤またはスラリー化のための水等が例示できる。
不溶化材の総量中における、水酸化ドロマイト及びリン酸化合物の合計量は、好ましくは50質量%以上、より好ましくは80質量%以上である。他の成分が50質量%超過含まれていると、本発明の効果がその割合に応じて薄れる可能性があるからである。
当該有害物質不溶化材は、前述の水酸化ドロマイト及びリン酸化合物を混合することにより、容易に製造することができる。混合時に、前述した他の成分を、水酸化ドロマイト及びリン酸化合物と共に混合してもよい。
本発明の有害物質の不溶化方法は、前記有害物質不溶化材を、排水、土壌、焼却灰、又は石炭灰中に投入し、混合攪拌することにより、該排水、土壌、焼却灰、又は石炭灰に含まれる有害物質を不溶化する方法である。
有害物質を含有する処理対象物に対して、本発明の有害物質不溶化材を、粉末状で投入混合する方法、水と混合してスラリー状にして混合する方法等、公知の方法を適用することで、十分に有害物質を不溶化することができる。粉末で投入する場合は、水酸化ドロマイトとリン酸化合物とを予め混合したものを投入しても良いし、水酸化ドロマイトとリン酸化合物とを同時に投入してもよく、別々に投入することもできる。スラリー状で投入する場合、水に対する不溶化材の質量比〔不溶化材/水〕が0.03~0.2であることが好ましい。
本発明における、有害物質含有排水に対する不溶化方法としては、前記不溶化材を有害物質含有排水に投入し、混合攪拌する方法が好ましい。さらに、排水中の有害物質の濃度をより効果的に低減する観点から、多段式で処理する方法、例えば、有害物質不溶化材を有害物質含有排水中に投入し、ろ過分離により沈殿物を除去した後、再度ろ液に有害物質不溶化材を投入し反応させることにより有害物質を不溶化する方法が好ましい。
以上の観点から、有害物質不溶化材を一度に添加する量としては、有害物質含有排水に対して、好ましくは0.05~5質量%となる量である。有害物質不溶化材の添加量が0.05質量%以上であると、排水中の有害物質の溶出の抑制効果が十分に得られる。有害物質不溶化材の添加量が5質量%以下であると、不溶化材の添加量に応じた有害物質の溶出の抑制効果が得られ、攪拌時の負荷や処理コストの増大を抑えることができる。この観点から、有害物質不溶化材の添加量は、有害物質含有排水に対して、より好ましくは0.1~1.5質量%であり、更に好ましくは0.1~1.0質量%であり、より更に好ましくは0.4~0.8質量%である。
有害物質不溶化材の添加後における処理排水pHは、十分な処理性能を引き出す上でpHが7~13であることが好ましく、共存物質として鉛や亜鉛等を含む場合はpHが10~12であることがより好ましい。また、例えば、有害物質がフッ素であり、それらの共存物質が含まれず、フッ素のみを処理する場合においては、pH調整に必要となる酸性物質を削減するために、本発明の有害物質不溶化材の平衡pHであるpH12~13で処理を行うことができる。
本発明における、有害物質含有土壌に対する不溶化方法は、上記不溶化材を土壌と混合することにより、土壌中の有害物質を不溶化する方法が好ましい。
有害物質不溶化材の土壌への添加量は、好ましくは50~300kg/m3である。不溶化材の添加量が50kg/m3以上であると、施工時に土壌と不溶化材が十分に混合され、土壌中の有害物質の溶出の抑制効果が十分に得られる。不溶化材の添加量が300kg/m3以下であると、不溶化材の添加量に応じた有害物質の溶出の抑制効果が得られ、処理後の土壌体積の増大や処理コストの増大を抑えることができる。この観点から、不溶化材の添加量は、より好ましくは50~150kg/m3であり、更に好ましくは50~100kg/m3である。
不溶化材の添加後における処理土壌は、地下水への汚染や人への暴露という観点からは、pHが6~8であることが好ましく、pHが7~8であることがより好ましい。
本発明における、焼却灰又は石炭灰に含まれる有害物質の不溶化方法としては、上記不溶化材を焼却灰又は石炭灰と混合することにより、焼却灰又は石炭灰に含まれる有害物質を不溶化する方法が好ましい。
この有害物質不溶化材の焼却灰又は石炭灰への添加量は、焼却灰又は石炭灰に対して、好ましくは1~50質量%である。不溶化材の添加量が1質量%以上であると、施工時に焼却灰と不溶化材が十分に混合され、焼却灰又は石炭灰中の有害物質の溶出の抑制効果が十分に得られる。不溶化材の添加量が50質量%以下であると、不溶化材の添加量に応じた有害物質の溶出の抑制効果が得られ、処理後の焼却灰又は石炭灰の体積の増大や処理コストの増大を抑えることができる。この観点から、不溶化材の添加量は、焼却灰又は石炭灰に対して、より好ましくは3~30質量%であり、更に好ましくは5~20質量%である。
本発明の有害物質不溶化方法により焼却灰又は石炭灰を処理することで、環境庁告示第46号に従った環境基準値を満足した焼却灰又は石炭灰を路盤材などに有効利用することができる。
<実施例1~4、参考例1及び比較例1~7>
(原料等)
水酸化ドロマイトは、軽焼ドロマイトに水を反応させて消化させることにより得た。得られた水酸化ドロマイトは、水酸化カルシウム56.6質量%、炭酸カルシウム5.8質量%、水酸化マグネシウム33.2質量%、酸化マグネシウム2.5質量%を含有し、JIS R9001に規定する特号の基準を満たす。
半焼成ドロマイトとしては、特許文献6に従い葛生産ドロマイトを焼成したものを用いた。
水酸化カルシウムとしては、市販の工業用特号消石灰を用いた。
リン酸化合物としては、関東化学株式会社製 試薬特級リン酸2水素カリウムを用いた。
対象排水としては、関東化学株式会社製 鹿一級フッ化ナトリウム(NaF)試薬を蒸留水に溶解させ、フッ素濃度20mg/Lの水溶液を用いた。
原料を表1及び表2のとおりに配合し、有害物質不溶化材を得た。
フッ化ナトリウム試薬を蒸留水に溶かし、模擬フッ素溶液を調製した。模擬溶液500mLに対して、各不溶化材を表1及び表2に示す添加量に従い加え、マグネチックスターラーで撹拌混合し、不溶化処理を行った。処理時間は4時間とし、処理時間1、2及び4時間後の処理液を採取し、ろ過して得られたろ液のフッ素イオン濃度を、イオンクロマトグラフィ(761 compact IC、メトローム社製)で分析した。また、ろ液のpHを、pHメーター(D-53、株式会社堀場製作所製)を用いて分析した。これらの結果を表1及び表2に示す。
実施例1では水酸化ドロマイト中のCaに対して等量のリン酸化合物(〔P/Ca〕のモル比が0.6)を添加し、実施例2では水酸化ドロマイト中のCaに対して対し0.5倍等量のリン(〔P/Ca〕モル比が0.3)を添加し、実施例3では水酸化ドロマイト中のCaに対して0.43倍等量のリン酸化合物(〔P/Ca〕のモル比が0.26)を添加し、実施例4は水酸化ドロマイト中のCaに対して0.25倍等量のリン酸化合物(〔P/Ca〕のモル比が0.15)を添加した。参考例1は水酸化ドロマイト中のCa等量に対し1.59倍等量の過剰のリン酸化合物(〔P/Ca〕のモル比が0.95)を添加した。その結果、実施例1及び2では、1時間以内に、実施例3及び4では2時間以内に環境基準値の0.8mg/L以下までフッ素濃度を低減できることが分かる。
水酸化ドロマイトに対するリン酸化合物の添加量は、参考例1のようにCa等量に対しリン酸化合物を過剰に添加する場合と比較して、実施例1~4のように〔P/Ca〕のモル比が0.1~0.6となる範囲、更に好ましくは0.3~0.6となる範囲で良好な効果が発揮されることが分かる。
比較例4は水酸化カルシウム中のカルシウムに対し等量のリン酸化合物(〔P/Ca〕のモル比が0.6)を添加した。比較例5は、水酸化カルシウム中のCa等量に対し1.59倍等量の過剰のリン酸化合物(〔P/Ca〕のモル比が0.95)を添加した。実施例1は、〔P/Ca〕のモル比が同じ比較例4と対比すると、水酸化カルシウムを用いる場合と比べて水酸化ドロマイトを使うことにより短時間でフッ素を低減でき、リン酸化合物の使用量を低減できることが分かる。参考例1と〔P/Ca〕のモル比が同じ比較例5との対比からも同様の結果となることが分かる。
比較例7は、参考例1と同じ添加量のリン酸二水素カリウムを水酸化マグネシウム2.0gに添加した。このときマグネシウムに対するリン酸化合物のモル比(〔P/Mg〕)が0.46となる。その結果、フッ素濃度はほとんど低下せず、水酸化マグネシウムにリン酸二水素カリウムを添加しても効果がないことが分かる。
(原料等)
水酸化ドロマイト、リン酸化合物としては、実施例1で用いたものと同じものを用いた。
塩化第二鉄としては、関東化学株式会社製試薬、塩化鉄(III)(無水)を用いた。
対象排水としては、アンチモンのICP分析用標準液(関東化学株式会社製)、市販の水酸化ナトリウムを使い、アンチモンの濃度が3.0mg/L、初期pH7.0の模擬排水を調整した。
原料を表3のとおりに配合し、不溶化材を得た。
対象排水300gに対して、各不溶化材を表3にある量でそれぞれ投入してマグネチックスターラーで撹拌混合し、不溶化処理を行った。比較例8では塩化鉄(III)を添加後、水酸化ナトリウムを用いてpHを12.6に調整した。処理時間は60分とし、処理時間30分及び60分後の処理液を採取し、ろ過して得られたろ液のアンチモン濃度を、誘導結合プラズマ発光分光分析装置(ICP-AES)(Varian720-ES、バリアン社製)を用いて分析した。処理前及び処理時間60分後の処理液のpHを、pHメーター(D-53、株式会社堀場製作所製)を用いて測定した。これらの結果を表3に示す。
実施例5より、比較例8に示す従来の塩化第二鉄では到達が難しい低濃度までアンチモン濃度を低減でき、また短時間でアンチモン濃度を0.01mg/L以下まで低減することができることが分かる。
(原料等)

対象排水としては、ホウ素標準液(1000mg/L)(関東化学株式会社製)、市販の水酸化ナトリウムを使い、濃度が25.0mg/L、初期pH6.9模擬排水を調製した。
原料を表4のとおりに配合し、不溶化材を得た。
対象排水300gに対して、各不溶化材を表4にある量でそれぞれ投入してマグネチックスターラーで撹拌混合し、不溶化処理を行った。比較例11では排水に対する硫酸バンドの添加率を0.8質量%とし、水酸化カルシウムを用いて不溶化材のpHが7.5~8.0となるように調製した。処理時間は60分とし、処理時間30分及び60分後の処理液を採取し、ろ過して得られたろ液のホウ素濃度を、誘導結合プラズマ発光分光分析装置(ICP-AES)(Varian720-ES、バリアン社製)を用いて分析した。処理前、処理時間15分後及び処理時間60分後の処理液のpHを、pHメーター(D-53、株式会社堀場製作所製)を用いて測定した。これらの結果を表4に示す。
実施例6、7より、短時間でホウ素濃度を排水基準10mg/L以下まで低減することができることが分かる。比較例9は水酸化ドロマイト単体の処理能力を評価した例である。その結果、比較例9では、ホウ素濃度はほとんど低下しないことが分かる。比較例10では酸化マグネシウム、比較例11では水酸化カルシウムと硫酸バンドとを混合した不溶化材の処理能力をそれぞれ評価した例である。その結果、比較例9、10では、ホウ素濃度が17~20mg/Lまで低減したものの、排水基準値の10mg/L以下まで低減できないことが分かる。
(原料等)
水酸化ドロマイト、リン酸化合物としては、実施例1で用いたものと同じものを用いた。
対象焼却灰としては、フッ素を6.0mg/L溶出するバイオマスボイラー焼却灰を用いた。
原料を表5のとおりに配合し、不溶化材を得た。
対象焼却灰100gに対して、不溶化材10gを混合し、平成3年環境庁告示第46号に基づく溶出試験を行った。結果を表5に示す。
(原料等)
水酸化ドロマイト、リン酸化合物としては、実施例1で用いたものと同じものを用いた。
対象焼却灰としては、フッ素を6.0mg/L溶出するバイオマスボイラー焼却灰を用いた。
原料を表5のとおりに配合し、不溶化材を得た。
対象焼却灰100gに対して、水15gを含ませた後、不溶化材5gを投入混合して3日間及び7日間養生した。養生後の処理液を採取し、平成3年環境庁告示第46号に基づく溶出試験を行った。結果を表5に示す。
不溶化材を表5のとおりに配合し、不溶化材の投入量を10gとした以外は、実施例9と同様に不溶化処理し、平成3年環境庁告示第46号に基づく溶出試験を行った。結果を表5に示す。
実施例8~10より、本発明の不溶化方法により、フッ素含有焼却灰に含まれるフッ素濃度を効果的に低減できることが分かる。養生させた試験では、焼却灰に対するが添加量5質量%であり、かつ3日間養生することでフッ素の環境基準値(0.8mg/L以下)が達成されることが分かった。また、養生期間を長くとることにより、フッ素溶出濃度が減少することが分かった。
(原料等)
水酸化ドロマイト、リン酸化合物としては、実施例1で用いたものと同じものを用いた。
対象石炭灰としては、セレンを0.05mg/L、ホウ素を2.3mg/L、フッ素を1.1mg/L溶出する石炭灰を用いた。
原料を表6のとおりに配合し、不溶化材を得た。
対象石炭灰100gに対して、不溶化材5gを混合し、平成3年環境庁告示第46号に基づく溶出試験を行った。結果を表6に示す。
不溶化材を表6のとおりに配合し、不溶化材の投入量を10gとした以外は、実施例11と同様に不溶化処理し、平成3年環境庁告示第46号に基づく溶出試験を行った。結果を表6に示す。
不溶化材として、大明化学工業株式会社製、粉末硫酸バンドを用いたこと以外は、実施例11及び12と同様に不溶化処理し、平成3年環境庁告示第46号に基づく溶出試験を行った。結果を表6に示す。
実施例11~12より、不溶化材を、石炭灰に対して5質量%以上添加することによりフッ素、ホウ素、セレンが不溶化され、環境基準値が達成できることが分かる。比較例12及び13で使用した硫酸バンドはセレンの不溶化効果は認められるものの、溶出試験後の溶出液のpHが低下し、さらにホウ素の溶出量が大きく増加することがわかる。また、硫酸バンドの添加量を増やすとフッ素が再溶出することが分かる。
また、従来の不溶化材の材料として用いられる水酸化カルシウムと比べて、水酸化ドロマイトは、原料として使用するリン酸化合物の使用量を低減することができるので、安価な不溶化材を提供することができる。
Claims (5)
- 水酸化ドロマイト及びリン酸化合物を含有する有害物質不溶化材であって、該有害物質が、排水、土壌、焼却灰又は石炭灰に含まれる第二種特定有害物質及びアンチモンから選ばれる1種以上であり、該水酸化ドロマイト中のカルシウム成分1モルに対する、該リン酸化合物のリン成分のモル比(〔P/Ca〕モル比)が0.1~0.7である、有害物質不溶化材。
- 前記有害物質が、排水、土壌、焼却灰又は石炭灰に含まれるフッ素、ホウ素、セレン及びアンチモンから選ばれる1種以上である、請求項1に記載の有害物質不溶化材。
- リン酸化合物が、リン酸二水素カリウム、リン酸二水素ナトリウム、リン酸二水素アンモニウム、及びこれらの水和物、並びに過リン酸石灰から選ばれる1種以上の化合物である、請求項1又は2に記載の有害物質不溶化材。
- 請求項1~3のいずれかに記載の有害物質不溶化材を排水、土壌、焼却灰又は石炭灰中に投入し、混合攪拌することにより、該排水、土壌、焼却灰又は石炭灰に含まれる有害物質を不溶化する、有害物質の不溶化方法。
- 請求項1~3のいずれかに記載の有害物質不溶化材としての、水酸化ドロマイト及びリン酸化合物を含む組成物の使用。
