Un mécanisme de retournement (5), destiné à couper le ruban adhésif (2) et à retourner le bout du ruban adhésif (2), est installé dans un corps (1) de découpeur de ruban, dans la direction de déroulement du ruban adhésif (2). Le mécanisme de retournement (5) comporte un bord (5a) et une charnière (5b) munie d'un ressort. Lorsqu'un utilisateur déroule le ruban adhésif (2) et fait tourner une plaque de retournement (5b-1) dans la direction d'une flèche A contre la force de réaction du ressort de torsion (5b-4) de la charnière (5b) en vue de couper le ruban adhésif (2) à l'état non plié, la plaque de retournement (5b-1) est tournée dans la direction d'une flèche (B) par la force de réaction tandis qu'elle entre en contact avec la surface non adhésive (2a) du ruban adhésif (2). Par conséquent, le ruban adhésif (2) est retourné et la partie non adhésive est formée.
