Una placa de acero de alta firmeza obtenida, en % en masa, de los componentes químicos de C: 0.20 a 0.42%, Si: 0.06 a 0.5%, Mn: 0.2 a 2.2%, Cr: 0.1 a 2.5%, B: 0.0005 a 0.01%, O: 0.0020 a 0.020%, Al: 0.001 a 0.03%, Ti: 0.001 a 0.05%, N: 0.1% o menos, P: 0.03% o menos, y S: 0.02% o menos, y el balance: Fe e impurezas inevitables. En el acero, 5 x 103 / mm2 o a 1 x 105 / mm2 de óxidos de Mn con una longitud máxima de 1 µm a 5 µm están presentes, y 1.7 x 102 /mm2 o más para 5 x 103 / mm2 de óxidos complejos de Mn y Si con longitudes cortas en dirección axial de 1 µm o más y longitudes largas en dirección axial de 10 µm o menos están presentes.
