前記補強体形成工程後に、少なくとも前記内層(20)の所定箇所を冷却する冷却工程と、
前記冷却工程により冷却されている前記内層(20)の前記所定箇所に重なる前記補強体(24)を焼き鈍しする焼鈍工程と、を有する
