Pulley-blocks.-To prevent toppling-over of the lower pulley-block of tackle used for lifting and lowering ships' boats, &c., each of the usual sheaves employed is replaced by two or more sheaves b in the same plane, around which the rope is wound. Reference has been directed by the Comptroller to Specification 21718/13.
