Locking for example by screwing the clamping means 3 in the cross member 2 through the blade 1 allows the leaf spring 1 to be pressed against the pad 6 of the rail R. The front end 1A of the blade therefore comes into bearing contact on an insulating stop 9 interposed between the rail and the blade 1.
