The diaphragm 12a is displaced against the force of a coil spring 12c, and an operation rod 13 is pulled in, and a closing lever 11 is turned to the opening direction against the spring force of a return spring 14, and a shutter valve 9 is perfectly opened. On the contrary, when the turning of a throttle valve 8 is large, the shutter valve is perfectly opened by a relatively high intake negative pressure.
