The emulsifier further comprises a silane compound; the silane compound comprises triethoxyoctylsilane and perfluorooctyltriethoxysilane; the mass ratio of the triethoxyoctylsilane to the perfluorooctyltriethoxysilane is 1: 0.8.
the emollient comprises 2.5 parts by weight of C13-16 isoparaffin, 2.5 parts by weight of cetyl ethylhexanoate, and 2.7 parts by weight of mineral oil.

The whitening and skin-brightening composition is characterized by comprising, by weight, at least 3.5-4.3 parts of a humectant, 6.6-9.3 parts of a skin conditioner, 3.2-7.8 parts of an emulsifier, 6.5-8.8 parts of an emollient, 0.9-1.2 parts of a thickener, 0.1-0.2 part of a preservative, 0.02-0.05 part of a chelating agent, 0.9-1.2 parts of a sun-screening agent, 0.01-0.15 part of an aromatizing agent and 50-55 parts of water.
2. The whitening and skin-brightening composition of claim 1, wherein the raw materials further comprise 30-40 parts by weight of a propellant.
3. The whitening and skin-lightening composition of claim 2, wherein the skin conditioning agent is selected from one or more of alumina, collagen, bioglycan-1, alpha-mannan, and sodium hyaluronate.
4. The whitening and skin-lightening composition of claim 3, wherein the skin conditioning agent further comprises a plant extract.
5. The whitening and skin-lightening composition of claim 4, wherein the plant extract is selected from one or more of a Rosa roxburghii fruit extract, a Asiatic pennywort root extract, a bletilla striata root extract, a Scutellaria baicalensis root extract, a Asiatic pennywort herb extract, a citrus peel extract, and a Glycyrrhiza glabra extract.
6. The whitening and skin-brightening composition of claim 5, wherein the mass ratio of the Rosa roxburghii fruit extract, the Asiatic pennywort root extract, the bletilla striata root extract, the Scutellaria baicalensis root extract and the Asiatic pennywort herb extract is 1: 1: 1: (0.6-1.2): (0.16-0.3).
7. The whitening and skin-lightening composition of claim 2, wherein the sunscreen agent is a metal oxide; the metal oxide is selected from one or a combination of more of zinc oxide, zirconium oxide, iron oxide and titanium dioxide.
8. The whitening and skin-brightening composition according to claim 7, wherein the mass ratio of the zinc oxide to the titanium dioxide is (4-6.5): 1.
