<Desc/Clms Page number 2>

Automatic parking meter The present invention relates to an automatic parking meter comprising a visible hourly graduation, an indicator hand, a motor mechanism for the relative movement between the graduation and the hand, and a first indicator device movable in an indication position. when there has been relative displacement of a predetermined distance between the needle and the scale.
In a parking meter of this type, the indicating device comprises a flag which moves to a position away from the hourly graduation when adjusting the needle on said graduation following the insertion of one or more coins in the parking meter, and which is moved to a visible position adjacent to the center of the time scale upon expiration of the time appropriate to the value of the coin or the sum of the coins inserted to indicate that the paid period of time has ended.
Such an arrangement is satisfactory when it is desired to have a parking meter which indicates that a period of time already paid has not yet expired or during the movement of the flag in its visible position, that a period of time already paid has expired. .
However, to aid the enforcement of parking rules, it is sometimes desirable that meter controlled parking periods be provided for vehicles so that a first period of time can be prepaid at a certain rate and a second. measured period of time could be overtaxed at a much higher rate or exceedance rate. With such a parking meter the first period would represent the legal parking time and if the vehicle remains parked at the end of the first period the additional tax would be an immediate payment to the supervisor. The parking rules can, for example, be designed in such a way that if the vehicle remains parked at the end of the second surcharge period, a fault or offense is committed.
The object of the present invention is to provide an automatic parking meter of the above type which allows flexibility in controlling vehicle parking and assists the supervisor in the application of parking rules.
The parking meter according to the invention comprises a first indicator device movable in a first indicating position during the relative movement between the needle and the graduation over a first predetermined distance, and a second indicator device which is movable in a second position of indication during relative movement between the needle and the scale over a predetermined additional distance.
The appended drawing represents, by way of example, an embodiment of the object of the invention. Figs. 1 to 4 schematically show in elevation a part of an automatic parking meter whose cover has been removed.
The parking meter shown comprises an arcuate hourly graduation 1, a hand 2 carried by an indicator segment 3, rotatably mounted on a shaft 4 and driven by a clockwork mechanism (not shown) which also engages a toothed wheel 5.
<Desc / Clms Page number 2>
The shaft 4 also carries rods 6 and 7 of a pair of flags indicated respectively at 8 and 9. The flag 8 comprises two upper parts 8a and 8b spaced apart and joined by a connecting member 10 forming a bridge.
The parts 8a and 8b are arranged axially, one on each side of the head 9a of the flag 9, so that the head of the flag 8 can cover both sides of the head of the flag 9 when the parking meter organs are in the positions shown. in fig. 1, 3 and 4. Flag 8 is biased clockwise around shaft 4 by a spring 6a. A similar spring (not shown) biases the flag 9 in the direction of clockwise.
The time indicator segment 3 is provided with a pin 11 and a stopper 12 and a pair of stop levers 13 and 14 are pivoted on a shaft 15 adjacent to the segment 3 and biased respectively clockwise. a watch by springs 16 and 17. The stop lever 13 is provided with an arm 18 to engage with the rod 7 of the flag 9, an arm 19 and a stop 20. The lever stop 14 is provided with an arm 21 intended to engage with the rod 6 of the flag 8.
The lever 13 is also provided with a stop 22 intended to engage with one end 23 of a pivoted lever 24, the other end 25 of which moves to engage with the toothed wheel 5 as will be described below. The hourly graduation 1 is divided into a first part 26 representing an authorized period of two hours of parking time, a second part 27 representing a period of two hours of parking time at an overrun rate and a third part 28 representing a period penalty of one hour.
The operation of the described parking meter is as follows: Suppose that coins of the appropriate value have been inserted into the parking meter and a mechanism has rotated segment 3 until needle 2 indicates a parking period of two o'clock on part 26 of the time scale 1, and that the flags 8 and 9 have both been turned around the shaft 4 to a position away from the time scale as shown in fig. 1.
The clockwork mechanism driving segment 3 brings hand 2 around graduation 1 until it reaches the end of part 26, i.e. the end of the authorized parking period . At this time, as shown in fig. 2, the pin 11 engages with the arm 19 of the stop lever 13 to rotate the latter counterclockwise around the shaft 15 against the action of the spring 16 until that the arm 18 is moved out of engagement with the rod 7 of the flag 9. Then under the action of a spring (not shown), the flag 9 moves into the position shown in fi-.
2, so that its upper part 9a is approximately in the center of the hour scale 1, to indicate to a supervisor or to another person that the authorized parking period has been exceeded and that a surcharge is due.
Subsequent rotation of the segment 3 brings the pin 11 along the arm 19 of the stop lever 13 so that the latter continues to rotate counterclockwise. When the needle 2 has reached the end of the surcharge portion 27 of the scale 1, the stop 20 engages with the arm 21 of the stop lever 14 and moves the latter away from the rod 6 of the flag 8. Then , under the action of its spring 6a, the flag 8 is rotated into the position shown in FIG. 3 where his head 8a, 8b surrounds the head 9a of the flag 9 and indicates to a supervisor that an offense is being committed.
When the needle 2 reaches the end of the part 28, the stopper 12 engages the arm 18 of the lever 13 to turn the latter even further counterclockwise until that the stop 22 engages with the end 23 of the lever 24 to rotate the latter until its end 25 engages with the toothed wheel 5 to stop the clockwork mechanism. This position of the different parts shown in FIG. 4 indicates the end of a cycle of operations initiated by inserting one or more coins of an appropriate value for a two-hour parking period and assuming that no other coin has been inserted into the 'interval.
To facilitate monitoring, the various parts of the hourly scale and the two flags could be colored and labeled appropriately. For example, Part 27 and Flag 9 could be colored yellow and both marked with a surcharge, and Part 28 and Flag 8 could be colored red and marked with a penalty. In another modification (not shown) where it is not desired to hide the flag 9 by the flag 8, the two flags can be made visible by modifying their shape and / or the angle according to which they turn under the action of their springs.
In a modification not shown, instead of incorporating a fixed time scale and a needle movable by a drive mechanism, it could be possible to use a fixed hand or other indicating member in conjunction with a time scale movable by the mechanism. 'training. In this case, to allow a first period of time to be paid at a certain rate and a second period to be paid at a much higher rate or overage rate, a segment which may bear the indication expired and corresponds to the flag 9,
stands up to cover the hourly scale and to uncover the overshoot scale. This overshoot scale continues to indicate the passage of time until a point is reached where another segment corresponding to flag 8 appears.
