- the estimation unit 101 is in a case where the power usage amount of the specific electrical device 3 is increasing, and when the power usage amount at the present time (estimation time) is less than twice that before the increase trend is estimated. Detecting “excessive use of appliances” as a possible change event in the future.

- the estimation unit 101 detects “excessive use of electrical appliances” as a change event, it is estimated that the current power usage amount tends to increase. If the electrical appliance (electrical device 3) is used excessively (frequently) as it is, there is a possibility that the electrical device 3 may fail in the near future. Alternatively, there is a possibility that a product that can be used with a power consumption smaller than the power usage of the electrical device 3 in use may be on sale.
