Abstract

La présente invention concerne un système de commande de communication qui est approprié pour effectuer une communication efficace et pour permettre à de nombreuses personnes de communiquer lorsqu'une anomalie se produit dans un réseau de communication. Pour chaque appareil téléphonique portable (2), un temps de conversation autorisé est fixé sur la base soit de frais payés, soit de frais à payer, pour l'appareil téléphonique portable (2). Dans des circonstances normales, la conversation sur l'appareil téléphonique portable (2) s'effectue selon une demande d'appel à partir de l'appareil téléphonique portable (2), indépendamment de la durée de communication autorisée qui est fixée pour l'appareil téléphonique portable (2). Lorsqu'un encombrement se produit, le temps de conversation cumulé que l'appareil téléphonique portable (2) a passé à converser est additionné, et si le temps de conversation cumulé ainsi additionné pour l'appareil téléphonique portable (2) dépasse le temps de conversation autorisé qui est fixé pour l'appareil téléphonique portable (2), la conversation sur l'appareil téléphone portable (2) est bloquée.
