PURPOSE:To obtain an insulating film which is dense, high in film strength, high in an electrode reflection preventing effect of an external light beam, and can be formed by a screen printing method, by using an oxide TiO2 obtained by burning an organic titanium compound, as a composition, relating to a transparent insulating film which is used for a liquid crystal cell etc. CONSTITUTION:An organic titanium compound to which oxygen has been directly coupled is dissolved in an organic solvent, is made into paste by adding and mixing viscous agent, and the resulting product is applied on a soda glass substrate by screen printing, is burnt at 450-700 deg.C after drying, and a film is formed. As an organic titanium compound which is dissolved stably in a high boiling point organic solvent, also is brought to thermal cracking completely at said temperature, and becomes TiO2, tetraoctylene glycol titanate, tetrastearyl titanate, titanium oxyacetyl acetonate, etc. and used. As for a solvent, an organic solvent such as alcohol, ester, ether, etc. whose boiling point is 180-350 deg.C is used, and as a viscous agent, a cellulose compound, etc. which are brought to thermal cracking are used.
