PURPOSE:To obtain frame synchronism even when a video signal and an audio signal or a data signal are transmitted on PCM basis, by advantageously considering that a synchronizing signal is held at a constant level during the synchronizing signal period of a video signal. CONSTITUTION:When a PCM picture signal is inputted to an input terminal, a bit-synchronizing circuit 41 outputs clock pulses synchronizing with the PCM picture signal. If the PCM signal has a signal form [0,0,0,0,0,0,0,1], a constant-code detecting circuit 42 generates an output. The output of the circuit 42 is supplied to an integral network 43 to be integrated, and a Schmitt circuit 44 performs waveform shaping. Then, a counter circuit 45 counts the clock pulses from the circuit 41 at rises of the output waveform of the Schmitt circuit 44. Further, a counter circuit 46 which outputs a pulse of the fall of the output of the circuit 45 is provided, and the output of the circuit 46 is supplied to the reset terminal of the circuit 45.
