CONSTITUTION: In a case when a recycling valve 10 is closed when a plant is in starting, if a water supplying command signal of increase to a boiler water supplying quantity may come from an automatic controller of the boiler, the deviation of this signal and the recycling flow quantity Q1 of a function generator 28 is specified as the set value of a reducer 22 to absorbing feedback flow quantity of the boiler water supplying pump, by means of passing the deviation signal through a switch 31 by reducing by a reducer 29. The deviation signal with the set value become to a control signal of the recycling valve 10 via a P+I controller 23, an automatic/ manual station 24, and a controller 25. A three way electromagnetic valve 26 operates the recycling valve in full closing by means of full closing the inlet valve of the boiler water supplying, and when a three way electromagnetic valve 27 is in a rash reduction of the flow quantity, forced opening operation is effected by means of detecting the reduction of flow quantity by a flow quantity switch 19.
