津波警報で、一度はシェルターに避難するものの、貴重品を取りに戻って被害に遭うケースも多く報じられているので、シェルター内から安全に貴重品を吊り上げることも必要である。図8は其の詳細を示す。吊り上げ口95は、津波来襲時に1階の工作機械等をシェルター内に吊り上げて冠水被害の軽減を図る為のもので、92はシェルターの天井に結合されたIビームで、93はそれに固定された手動チェンブロックまたはホイストで、94はその吊り上げ用鎖で、穴95は、その下の床に設けられて居り、通常は図示されない蓋や手摺で囲われている。96は気密のスカートで、津波の水位をその下端で抑える。97は1階の作業場に置かれた、商品や作業機の中で、特に重要で高価なもので、ステンレス製のケーブル98が取り付けられている。98は、日常の作業の邪魔にならぬよう、図示の如く、床下の溝に埋設され、その上端は2階の床に設けられた杭100に差し込まれたリングチェンの一齣101に結合されている。津波の危険が高まった場合には、リング101を杭から抜いて、101fのように、チェンブロックの爪に掛ける。図はその後チェンブロックを一杯に引き上げた状態を示す。その際下部のリング102に第2のチェンブロック103のフック104を掛けて一杯まで引き上げる。是を繰り返して、最後は103側が担当の時点で、機械97が2階の床上に達するようにし、横行メカ105で図の右側に移動させて下ろす。リング101は、吊り上げ優先順に、虹色に塗り分けられ、優先順に杭に差してある。106はケーブル98がスカート96の下端と擦れないようにするガイドローラーである。108は、電子制御装置など、水没時の被害の大きい部分のみを吊り上げる場合を示し、吊り上げに依り、コネクター109が抜けると、運転中の機械110が軟着陸モードに入り、停止した時点で2階から供給されている電源が遮断され、津波に依る漏電を防ぐ。ドグクラッチ部などで切って、モーターも一体で吊り上げる場合もある。There are many reports of tsunami warnings that evacuate to the shelter once, but return to collect valuables and suffer damage, so it is also necessary to safely lift valuables from within the shelter. デジタル資料は図1の15のように、予めシェルター内にバックアップを保管し、有印文書など、デジタル化しにくい文書の原本も予めシェルター内に保管するが、冶工具など、1階の現場で常時使用するものは、図9に示す耐水ケース112に格納する。ケースに蝶番113を介して開閉自在に結合された扉114は、通常作業し易いように開いていても、シェルター内で津波警報が受信されると、構内放送で自動告知され、到達予想時刻に合わせて、図示されない電磁フックが外れ、常時付勢のバネ力に依って自動的に閉まり、自動的にノッチが掛る。シェルターは、日常は車庫としても使用されるので、タイヤのトレッドが摩滅し、ウエアーインジケーターが出て使用できなくなった古タイヤに空気を充填して格納し、津波警報が発令され、114が閉じ、ノッチが掛った信号の受信を受けて、図示されない調圧弁を介して1階の空気圧制御用チューブ115にタイヤ内の空気圧を送る。この際電源が生きて居て、乾燥した高圧空気が得られれば、それを利用する場合もあり、図7の71fの様な駐車中の車の電源を使用し、携帯用のタイヤの空気圧補充用のコンプレッサーから直接供給したり、先ず上記古タイヤに充填してから供給する場合もある。116は、チューブレスタイヤのリムに取り付けられる市販の一方弁で、中空で気密のパッキン117の内部を加圧してケース112内に津波が侵入するのを防ぐ。此処に加える圧力は、津波警報の予想高さから計算して自動制御される。一方、チューブ118からも高圧空気を供給して、ケース112内にも圧力を加え、津波の水深に対抗させる場合もある。ケース112は津波の水深に依る水圧で押し潰されない高圧容器とする必要があるので、津波の前に、予め内側から加圧しても破裂する恐れはない。As shown at 15 in FIG. 1, digital materials are stored in advance in the shelter, and original documents such as signed documents that are difficult to digitize are also stored in the shelter in advance. 図示しない他の実施例として、図7に示す2階の駐車場のシェルター5fを地下1階に設置し、車の進入するスロープ86を、一旦下り坂で地下2階まで降りてから、昇り坂で、地下1階の気密のシェルターへ上がるようにする場合もある。そうすれば、地上物か壊滅するような大津波に対しても、安全に避難することが出来る。但し問題は、津波の終息後、地下のスロープに溜まった水や瓦礫を排除して脱出することである。その為の手段の一つは、図6の脱出塔82を設けること、更にジャッキ77で塔に乗った瓦礫を押し上げて排除する場合もあり、津波の後も、鉄筋コンクリートや鉄骨の建物の内装は押し流されても骨格は残って居ることから、上記脱出塔を骨格の陰に設置する場合もある。更に潜水艦の艦内の区画を仕切っているような、気密の扉を複数設け、道路の下に、丈夫なビルや高台に通じる地下通路網を設ける場合もある。また、ガス管は細くて丈夫な鉄管を使う為、地震には強いので、近くの丈夫なビルや高台から細い管で高圧の空気を送って貰い、シェルター内で大気圧に戻す方法もある。地下通路内に空気管を設ければ、場所を取らず、地震の地形変動に強い給気網を設けることが出来る。As another embodiment (not shown), the second floor parking lot shelter 5f shown in FIG. 7 is installed on the first basement floor, and the
