A web 1, Fig. 1, of stiff paper from a reel 1d has adhesive applied across its width at spaced intervals by a pasting roller 2 to co-act with filter bodies 7 supplied by a fluted drum 5 from a magazine 6 and passes with the spaced filter bodies thereon through wrapping, edge-pasting and edge-smoothing means 8, 9, 9a respectively to form a continuous rod 10 from which multiple cigarette (or cigar) mouthpieces are severed by a knife 13 and drop into a receptacle M which may be a storage magazine or a hopper 14, Fig. 2, from which pegs 14b on a conveyer 14a transfer the multiple mouthpieces to a conveyer 15 delivering them to a knife 17 which in conjunction with an abutment 16 severs double-length, as shown, or single-length mouthpieces for incorporation in cigarettes to provide them with mouthpieces having a filter body enclosed by a stiff paper sleeve which projects beyond the body at the mouth end. The web 1 may be thin cardboard, which may have its edges bevelled by grinders 12, or a plurality, e.g. three, of thin paper layers glued together. Modifications. Adhesive, e.g. lacquer, may be applied over the whole surface of the web which may then be normal cigarette paper which'is rendered stiff when the adhesive dries. The web edges may be united by folding and/or crimping instead of by pasting.
