A continuous tobacco filler stream is formed by subjecting a carpet of cut tobacco to a plurality of picking operations in series. Tobacco from a hopper is conveyed by carding 10a (Fig. 1) on a drum 10 passed a refuser roller 11 and comb 55 to a picker roller 12. The roller 12 has cirmferential pins 50 which enter the carding 10a pick off the tobacco and carry it past a guide 53 to a second picker roller 13, also provided with circumferential pins 51 which pass between the pins 50 of the roller 12, where is it subjected to a second picking operation and carried past a guide 52. The picked tobacco is then thrown over a plate 14 to the entry of a duct 19 up which it is sucked to form a filler on the underside of a perforated belt 41. The roller 12, which has more pins 50 than the roller 13, rotates at a slower rate than the latter roller. In a second embodiment the roller 13 in provided with more pins than the roller 12 and rotates slower than the roller 12. Tobacco impaled on the roller 13 is then carried back past guides for further picking between the two rollers (Fig. 3, not shown). In a further embodiment (Fig. 4) a plurality of picker rollers 112, 163, 166 and 169 are provided which throw the tobacco against a plate 182 and on to a conveyer 180 for conveyance to the plate 14 and duct 19.
