  • the central data point (not shown) is generally an IT system which receives information on vehicles where inadequate or no payment has been received, and may forward this information for onward PCN processing and evidence gathering/presentation.

Claims (13)

  1. Système de stationnement de véhicule dans une zone de stationnement sur la chaussée ou dans une autre zone de stationnement au bord de la route ayant des moyens pour parquer au moins un véhicule dans ladite zone, le système comprenant :
    a) un moyen à caméra (1) aménagé pour capter et enregistrer la plaque minéralogique de tout véhicule entrant dans la zone et une heure d'entrée ;
    b) un moyen d'entrée de données pour l'utilisateur d'un stationnement de véhicule sur le site afin d'identifier son véhicule et/ou l'espace de stationnement ;
    c) un moyen de réception de paiement (5) couplé à un système de traitement aménagé pour calculer les charges dues et accepter le paiement et éventuellement délivrer un reçu ;
    d) un moyen à caméra (1) aménagé pour capter et enregistrer la plaque minéralogique de tout véhicule quittant la zone et l'heure de sortie,
    caractérisé en ce que :
    e) le système comprend en outre un ou plusieurs moyens à caméra vidéo CCTV (4) aménagés pour assurer une couverture visuelle de l'ensemble de la zone de stationnement de sorte que tout véhicule stationné reste dans le champ de vision d'un ou plusieurs des moyens à caméra vidéo CCTV sur toute la durée du stationnement dans la zone de stationnement ; et
    l'appareil de traitement est à même de distinguer entre les véhicules entrants et se parquant ensuite dans la zone et les autres véhicules se déplaçant sur la route ou dans la rue et ne se parquant pas dans la zone.
  2. Système selon la revendication 1, qui comprend un moyen à caméra primaire (1) et un moyen à caméra secondaire (1), le moyen à caméra primaire (1) étant aménagé pour capter et enregistrer la plaque minéralogique de tout véhicule entrant dans la zone et l'heure d'entrée et le moyen à caméra secondaire (1) étant aménagé pour capter et enregistrer la plaque minéralogique de tout véhicule sortant de la zone et l'heure de sortie.
  3. Système selon l'une quelconque des revendications précédentes, dans lequel l'appareil de traitement comprend un logiciel de surveillance vidéo CCTV aménagé pour suivre l'emplacement où le véhicule s'est parqué et enregistrer l'heure d'entrée et de sortie de l'espace de stationnement dans la zone enregistrée, une base de données de stationnement aménagée pour recevoir des informations des moyens à caméra et calculer la durée de séjour de chaque véhicule dans un espace et un journal de paiement aménagé pour recevoir des informations du moyen de réception de paiement et transmettre lesdites informations à la base de données de stationnement.
  4. Système selon l'une quelconque des revendications précédentes, dans lequel l'appareil de traitement comprend en outre un moteur de reconnaissance de plaque minéralogique automatique aménagé pour capturer une image identifiable d'un véhicule ou d'une plaque minéralogique de véhicule.
  5. Système selon l'une quelconque des revendications précédentes, dans lequel le système est aménagé pour accepter un paiement à l'avance ou dans une période de temps limitée après stationnement.
  6. Système selon l'une quelconque des revendications précédentes, dans lequel le système est aménagé pour accepter un paiement par téléphone, téléphone portable, Internet, système de bon ou analogues.
  7. Système selon l'une quelconque des revendications précédentes, dans lequel le système comprend un ordinateur personnel sur site aménagé pour recevoir des données de tous les moyens à caméra (1, 4), suivre les mouvements des véhicules, calculer la durée de stationnement et communiquer avec le moyen de réception de paiement (5) pour mettre en rapport les paiements reçus avec les véhicules stationnés.
  8. Système selon l'une quelconque des revendications précédentes, dans lequel le système est aménagé pour capturer et enregistrer des détails sur la plaque minéralogique de tout véhicule qui se parque dans un espace de stationnement (3) dans la zone de stationnement sans payer et transmettre ces informations à l'opérateur de la zone de stationnement pour un traitement à partir de ce point.
  9. Système selon l'une quelconque des revendications précédentes, dans lequel le moyen de réception de paiement (5) comprend un parcmètre de paiement et d'affichage comprenant des moyens pour mettre en rapport les paiements reçus avec un véhicule particulier.
  10. Système selon l'une quelconque des revendications précédentes, dans lequel le moyen d'entrée de données est associé au moyen de réception de paiement (5).
  11. Système selon l'une quelconque des revendications précédentes, dans lequel le moyen d'entrée de données comprend un affichage à écran tactile qui permet à un utilisateur de véhicule d'identifier son véhicule parmi une pluralité d'images de véhicules.
  12. Système selon l'une quelconque des revendications 1 à 10, dans lequel le moyen d'entrée de données comprend un clavier alphanumérique qui permet à un utilisateur de véhicule de saisir son numéro d'enregistrement de véhicule et, si nécessaire, un code associé à son espace de stationnement (3).
  13. Procédé d'obtention de paiement d'un utilisateur de véhicule pour les charges de stationnement du véhicule, comprenant l'utilisation d'un système de stationnement de véhicule selon l'une quelconque des revendications 1 à 12.
