  1. An applicator for applying a substance to a fringe of eyelashes or eyebrows, the applicator comprising:

    · a plurality of applicator elements (60) disposed on the twisted core (5) and extending substantially transversely relative to the longitudinal axis (Y), all the applicator elements (60) being constituted by bristles,
    characterized by the fact that the bristles of the brush extend over a distance lying in the range 0.1 cm to 1 cm along the longitudinal axis (Y) of the twisted core and by the fact that the twisted core comprises 3 to 6 turns.
  2. An applicator according to the preceding claim, characterized by the fact that the applicator elements (60) extend on the twisted core (61) over a distance (d) that is less than or equal to 8 mm.
  3. An applicator according to any one of the preceding claim, characterized by the fact that the applicator elements (60) are fitted to the twisted core (61).
  4. An applicator according to any one of the claim 1 to 3, characterized by the fact that the twisted core is fitted to the stem (4).
  5. An applicator according to any one of the preceding claim, characterized by the fact that the stem (4) extends along a longitudinal axis (X) different from the longitudinal axis (Y) of the twisted core (61).
  6. An applicator according to claim 5, characterized by the fact that the longitudinal axis (X) of the stem (4) forms an angle relative to the longitudinal axis (Y) of the twisted core (61), which angle (α) lies in the range 5° to 45°, and in particular is equal to about 20°.
  7. An applicator according to claim 1, characterized by the fact that the longitudinal axis (Y) of the twisted (61) core is curvilinear.
  8. An applicator according to claim 1, characterized by the fact that the longitudinal axis (Y) of the twisted core (61) is rectilinear.
  9. An applicator according to any one of the claim 1 to 6, characterized by the fact that the stem (4) extends along a longitudinal axis (X) that coincides with the longitudinal axis (Y) of the twisted core (61).
  10. An applicator according to any one of the preceding claim, characterized by the fact that the applicator is made at least in part out of thermoplastic, elastomer, or thermoplastic elastomer material, in particular by molding.
  11. An applicator according to any of the claim 1 to 9, characterized by the fact that the applicator is made at least in part out of wood or metal, in particular by machining.
  12. An applicator according to any one of the preceding claim, wherein, when observed from the side, a line (L) interconnecting the free ends (30) of the applicator elements (60) presents a distance from the longitudinal axis (Y) of the twisted core (61) that passes through at least one extremum.
  13. An applicator according to claim 12, characterized by the fact that the extremum is a maximum.
  14. An applicator according to claim 12, characterized by the fact that at least part of the line (L) presents a shape that is triangular.
  15. An applicator according to claim 12, characterized by the fact that at least part of the line (L) presents a shape that is rounded, in particular being circular or bullet-shaped.
  16. An applicator according to claim 12, wherein the distance between the line (L) and the longitudinal axis (Y) of the twisted core passes through two extremums.
  17. An applicator according to any one of the preceding claim, characterized by the fact that the applicator elements are bristles of diameter less than or equal to 8/100 mm, better 6/100 mm.
  18. An applicator according to any one of the preceding claim, characterized by the fact that the brush presents an envelope surface that is substantially conical or frustoconical converging towards its distal end.
  19. An applicator according to any one of the preceding claim, characterized by the fact that the brush presents an envelope surface that is substantially conical or frustoconical diverging towards its distal end.
  20. An applicator according to any one of the preceding claim, characterized by the fact that the brush presents an envelope surface that is substantially bi-conical.
  21. An applicator according to any one of the preceding claim, characterized by the fact that the twisted core comprises a metal wire of diameter less than 0.7 mm, in particular lying in the range 0.2 mm to 0.6 mm, better in the range 0.35 mm to 0.5 mm.
  22. An applicator according to any one of the preceding claims, characterized by the fact that the applicator elements (60) extends on the twisted core (61) over a distance (d) that is less than or equal to 7 mm.
  23. An applicator according to any one of the preceding claims, characterized by the fact that the applicator elements (60) extends on the twisted core (61) over a distance (d) that is less than or equal to 6 mm.
  24. An applicator according to any one of the preceding claims, characterized by the fact that the applicator elements (60) extends on the twisted core (61) over a distance (d) lying in the range about 2 mm to about 5 mm.
  25. An applicator according to any one of the preceding claims, characterized by the fact that the applicator elements (60) extends on the twisted core (61) over a distance (d) lying in the range about 2 mm to about 3 mm.
  26. An applicator according to any one of the claim 1 to 25, characterized by the fact that the height of the applicator elements (60) is lying in the range about 0.5 mm to about 10 mm.
  27. A condition and applicator device for applying a substance (P) on a fringe of eyelashes or eyebrows, the device comprising:
    · a receptacle (2) for containing the substance (P) ; and
    · an applicator (3) as defined in any one of the preceding claim.
  28. A device according to claim 28, characterized by the fact that it comprises a wiper member (8).
  29. A device according to claim 29, characterized by the fact that the wiper member (8) comprising an annular lip (51) arranged to wipe the stem (4).
  30. A device according to any one of the claim 27 to 29, characterized by the fact that the stem (4) is connected to a closure cap (7) for the receptacle, and by the fact the applicator (3) is housed inside the receptacle (2) when the device is in the closed position.
  31. A device according to any one of the claim 27 to 30, characterized by the fact that the substance (P) is mascara.
  32. A device according to claim 31, characterized by the fact that the mascara is of a color other than black.
  33. A device according to any one of the claim 27 to 32, characterized by the fact that it includes an additional receptacle (70) and an additional applicator (71).
  34. A device according to claim 33, characterized by the fact that the additional receptacle contains a substance (P') different from the substance (P) contained in the receptacle.
