Definitions

  • the present invention relates to a device and a method for collecting user fees.
  • Such devices and methods are used, for example, for collecting road tolls, also called road tolls.
  • Electronic Road Pricing is a process that enables, with as little effort as possible, first and foremost a polluter-pays-off of the costs of economic and ecological consequences of road traffic.
  • city zone zone models and traffic jam avoidance schemes are increasingly being introduced.
  • electronic road pricing is seen as another lever for harmonizing competitive conditions and improving the interconnectedness of different modes of transport.
  • ERP systems Improved quality and use of infrastructure, protection of the environment and increased traffic safety are achieved.
  • the previously known electronic road pricing systems differ essentially by the use of three different technical methods for locating the road user.
  • DSRC systems Dedicated Short-Range Communication
  • the number plates of all vehicles passing through a toll booth are recorded by video cameras and evaluated by means of computer-aided pattern recognition (OCR: Optical Character Recognition).
  • OCR computer-aided pattern recognition
  • the billing can be made to the vehicle owner in retrospect.
  • the image recording of the vehicle may serve as proof of toll collection.
  • Short-distance communication systems consist on the one hand of roadside communication facilities at the tollbooth, on the other hand electronic vehicle equipment (for example, in-vehicle units, on-board units or tags), which are preferably attached to the windshield.
  • electronic vehicle equipment for example, in-vehicle units, on-board units or tags
  • a transceiver communicates with the vehicle unit.
  • Previous DSRC systems use passive microwave tags that return an identification in response to a request from the roadside communication device. This communication takes place at each individual lane of the existing toll stations, which is referred to as so-called “single lane operation”. Since these systems merely identify the vehicle, the payment process takes place by debiting the car driver's centrally managed account.
  • DSRC systems In order to avoid a restriction of the free traffic flow and a separation of lanes, previously known DSRC systems have been further developed.
  • the roadside communication devices are mounted above the roadway, preferably at bridges.
  • the vehicle devices In contrast to the passive tags, the vehicle devices have their own processor and can thus exchange complex, cryptically secured protocols with the bridge. You need your own power supply, either from an integrated lithium battery or from the electrical system.
  • the bridges can be additionally equipped with video cameras. In conjunction with the communication facilities, the evidence is safeguarded for an injunction proceedings.
  • a method for the collection of road user charges and a designated collection point is described.
  • a road section is continuously monitored for vehicles to be detected.
  • an attempt is first made to determine the existence of a system-specific authorization.
  • the license plate of the vehicle is determined by scanning and image evaluation on optical systems, if no authorization for the use of the road section can be determined. If there is no authorization, further measures are then initiated. These measures include a query in a database, whether the vehicle has been granted a different, non-system-specific authorization.
  • the systems described so far are essentially used by many mobile subscribers. This means that these systems are not universally applicable. Firstly, it is necessary for the subscriber to such a system to become a subscriber first. However, this means that the systems can not be used for those vehicles that drive on a toll road only sporadically or even only once. Furthermore, it is necessary for some of the systems to install appropriate accessories in the vehicle. This is not very economical, especially for vehicles that drive on a toll road very rarely. Furthermore, costly and expensive monitoring systems are usually required.
  • a third type of electronic road pricing system is satellite based systems.
  • satellite-based ERP systems such as GPS: Global Positioning System
  • mobile communication equipment represent a complete new approach.
  • the vehicle can perform self-sufficient.
  • the vehicle device has a digital memory which stores the geographical description of the toll road and the traffic data valid tariffs.
  • smart card readers as well as devices for mobile and short-distance communication (for example GSM and / or DSRC) may be provided.
  • the driving on a toll route or zone is registered in-vehicle via GPS, the amount due of the usage fee is determined and debited directly from a chip card or charged via a communication device (eg SMS: Short Message Service) on a central toll account.
  • a communication device eg SMS: Short Message Service
  • a satellite-based device for the identification of routes is for example in the German patent DE 43 10 099 described.
  • satellite-based ERP systems are very advantageous, however, they have the disadvantage that corresponding accessories, which are not usually cheap, must be installed in the vehicle. However, this only pays off for those vehicles that very often drive on a toll road. For vehicles that are rarely or even once subject to the collection of road tolls, the purchase of such accessories is usually not profitable.
  • the devices used there include a means of payment, a payment device, for example in the form of an OBE or a paying agent in the form of a roadside equipment and a control center (enforcement).
  • the means of payment may optionally be designed as a chip card.
  • this chip card is not set up for DSCR communication. Rather, the chip card only serves the payment process and is also used as an electronic purse.
  • the present invention is therefore based on the object to provide a device and a method for collecting user fees, in which / avoided the disadvantages mentioned in the prior art.
  • user charges should be levied in a simple and inexpensive manner, without the user having to carry special accessories with him.
  • a device for collecting user fees with at least one user-related mobile component configured for a DSRC communication, which has a memory in which at least temporary usage-related and / or user-related information is stored or can be stored a device separate from the user-related component for describing the memory with usage-related and / or user-related information and for determining and collecting usage fees determined from the usage-related and / or user-related information, and with at least one transmission user separate from the user-related component (s) / Receiving means for communicating with the user-related component (s) and for verifying the usage-related and / or user-related information stored in the memory of the user-related mobile component, wherein the user-related co mponente has a volatile memory, which has a temporary power supply, the temporary power supply in Is realized in the form of one or more capacitor (s) and the at least one capacitor is charged so that it discharges over a period corresponding to the usage fee and wherein the device for describing the memory of the user
  • the device according to the invention makes it possible to avoid the disadvantages described with regard to the prior art.
  • the device according to the invention comprises three basic components, namely at least one user-related mobile component, at least one device for describing the memory and for determining and collecting the user fees, as well as at least one transmitter / receiver device separate from the user-related component.
  • the user-related, mobile component has a memory in which various information can be stored or stored.
  • this memory such information is at least temporarily stored, which are relevant as a document for a prepayment of the toll for the use of action. Examples of this will be explained in more detail later in the description.
  • the user-related component thus contains all the necessary information about the type and extent of the use that is taking place as well as about the amount of the user fees to be paid (more precisely: paid). Depending on the field of application, this information can be of a different nature.
  • "User related" in the light of the present invention means that the component is carried by the user of the device.
  • the information stored in the memory of the component may be provided upon request. For this purpose, the mobile component is set up for DSRC communication.
  • the user-related, mobile component is a type of electronic receipt whose content can be queried wirelessly. This electronic acknowledgment is issued by the device for describing the memory, which will be explained in more detail below.
  • the information stored in the memory of the user-related component preferably relates solely to the use itself and does not contain any personal information about the user, so they are not personalized. This is a significant advantage, especially with regard to data protection. Therein, the inventive device differs significantly from many known from the prior art solutions.
  • the second basic component of the device according to the invention is the device, which is separate from the user-related component, for describing the memory and determining and collecting the user fees.
  • This device which can be compared, for example, with a ticket vending machine, initially serves to write all user-specific and / or user-specific information desired and / or required in the context of use into the memory of the user-related, mobile component. Based on these data, a corresponding usage fee is determined in the device. This user fee is collected at the same time, ie pre-paid by the user, whereby the user-related mobile component becomes valid.
  • the device is thus achieved that in the memory of the user-related component in addition to the usage and / or user-specific information and information about whether and how much user fees have been paid.
  • the user thus receives a valid (paid and not yet invalidated by use) ticket or ticket, for example, for a toll road network or traffic area.
  • the device is separate from the user-related component, so that it does not have to be carried by the user, and is at least substantially in the disposal of the organization responsible for collecting the user fees. This further simplifies the collection of user fees, as the user does not have to carry any additional equipment. For him, it is quite sufficient to obtain a user-related mobile component, which is then stored in the device for writing the memory with the e.g. is described for information intended for road use. By also paying the calculated usage fee to the device, the user receives a valid, user-related, mobile component, which he can use as an electronic receipt in a similar manner to an entry ticket or ticket. Such receipts were previously available in the form of paper documents. Such paper documents are therefore no longer required according to the present invention, but can be added as needed and use case in addition to the user-related mobile component.
  • the third basic element of the device according to the invention which is also available to the organization responsible for collecting the user fees, is a control device separate from the user-related component and having a transmitting / receiving device.
  • This transmitting / receiving device has the task of communicating with the user-related, mobile component and to verify the stored in the memory usage-related and / or user-related information.
  • the transmitting / receiving device By the transmitting / receiving device, it is namely possible to read out the memory of the user-related component by wireless means and to check the information stored therein, for example, based on additional determined by the control device itself data (eg vehicle class) for plausibility. If the information read is valid, the user is entitled to the respective use and no further action is taken. However, if the review reveals that it is being used improperly, appropriate precautionary steps can be taken. This will be explained in more detail later in the description with reference to examples.
  • the control device itself data eg vehicle class
  • the device according to the invention can be used in many different ways. Thus a use is possible everywhere, where certain user fees are to be raised and a legitimate use verifiable.
  • the device according to the invention can be used to levy road tolls, in particular for the collection of distance-related road user charges. The invention will therefore be described below with reference to a device designed in this way, without, however, limiting the invention to this specific example.
  • the device according to the invention has a number of advantages. For example, it is possible for the facility to operate on the public road network that is not specifically dedicated to tolls. It is still available for everyone and does not require traffic-disrupting toll stations. The device is therefore particularly well suited to the collection of distance-related road user charges.
  • a user-related, mobile component is first issued outside the vehicle, without requiring special equipment in the vehicle, in which all relevant information about a designated use are stored. This is done via the user-related component separate device for writing to the memory. At the same time, the required user fees are also determined and collected in this device, ie paid by the user or, for example, debited to his credit card account.
  • the user-related, mobile component described in this way is carried along by the vehicle driver as a kind of electronic receipt, such as a ticket, in order to be able to prove that the vehicle is in use during checks in flowing traffic.
  • the transceiver separate from the user-related component control device with transmitting / receiving device is provided, which is integrated, for example, in an enforcement station (for example, a police car).
  • the transceiver communicates with the user-related component. If this does not respond or if only insufficient information is transmitted, appropriate precautionary steps can be taken, for example by removing the vehicle from the flowing traffic and manually checking it. This type of electronic monitoring does not affect the flow of traffic. Vehicles will only be checked more closely if required by the communication between the user-related mobile component and the transceiver.
  • the device according to the invention is not limited to a specific number of user-related components and / or devices for writing to the memory and for determining and collecting the user charges and / or transceivers.
  • the number of elements depends on the needs and application. So it is conceivable, for example, that a variety of devices are installed along toll roads, for example, in particularly suitable places, such as border crossings, rest areas, Autobahnmeistereien and the like. Along the toll road may also be provided at certain intervals stationary control devices with transmitting / receiving facilities. Alternatively or in combination with this, it is also possible to provide mobile control devices with transmitting / receiving devices which are installed, for example, in corresponding enforcement vehicles, such as police cars and the like.
  • the latter possibility is particularly advantageous, since it is less expensive and corresponding stationary transmitting / receiving devices need not be additionally built.
  • the number of user-related, mobile components depends on the number of expected uses and the type of use. Since the components are structurally inexpensive, they are very inexpensive to produce.
  • the user-related component can be designed to store usage-time-related information.
  • a time credit is first stored in the memory of the user-related, mobile component via the device for writing the memory.
  • a corresponding user fee is determined and collected in the device according to a predetermined rate.
  • the user-related mobile component is thus valid until the stored time credit is exhausted, i. has expired. If the device is used to charge road tolls, this time credit will usually be supplemented by a certain time reserve to take into account any emergencies, traffic jams and the like flat rate.
  • the user-related component is designed to store route-related information. It is conceivable, for example, that a user authorization should only be acquired for a certain distance. The authorization to use this route is then stored in the memory of the user-related, mobile component, for example in the form of corresponding GPS data. Now, if the transmitting / receiving device of the control device communicates with the user-related, mobile component, this data can be queried and compared with corresponding reference data in the transceiver. If there is a match, the use is valid. If the data deviate from one another, unauthorized use must be assumed, so that the vehicle can be removed from the flowing traffic and checked separately.
  • the user-related component can be designed to store user-specific information.
  • the user-related component may preferably be designed to store vehicle-specific information.
  • vehicle-specific information For example, it is conceivable that road user charges for different types of vehicles will vary. For example, a staggering of usage fees by weight, type of charge, etc. is conceivable.
  • This information can be found in the user-related, be stored mobile component. Now, if the transmitting / receiving device of the control device communicates with the user-related, mobile component, these data can be read and checked. In the event of a clear discrepancy between read-out data and the actual situation (for example visual check), the vehicle can be separated from the flowing traffic and checked.
  • the types of information described above are merely non-limiting examples, so the invention is not limited to the types of information mentioned.
  • the different types of information can each be stored individually or in any combination in the memory of the user-related, mobile component.
  • the user-related component has a volatile memory.
  • the use of a volatile memory is therefore particularly advantageous if the user-related component is designed to store usage-time-related information. As long as the usage time has not expired, the corresponding information can be read from the memory.
  • the volatile memory according to the invention on a temporary power supply.
  • the temporary power supply is realized in the form of one or more capacitors.
  • the at least one capacitor is charged for a certain length of time with a minimum charge, but discharges with time.
  • the temporary power supply breaks down, erasing the volatile memory.
  • a device can be written into the memory via the device for describing the memory with usage-related and / or user-related information, for example, a corresponding information, such as in the form of a specific password or the like.
  • a correspondingly payable user fee is determined and deducted via the device according to a predetermined tariff.
  • the at least one capacitor is charged to such an extent that it can discharge within a period corresponding to the user fee. If, during the period of use, the control device with the transceiver communicates with the user-related component, the information temporarily stored in the memory, for example the corresponding password, can be read out. As long as a readout of the information is possible, there is a right to use.
  • the at least one capacitor has discharged to such an extent that the temporary power supply collapses.
  • the volatile memory is thus deleted.
  • the transceiver communicates with the user-related component, the information is erased from the volatile memory so that the transceiver does not receive a response from the user-related component.
  • the at least one capacitor may be formed as an ultra-capacitor.
  • Such capacitors which are known per se from the prior art, not only have a high capacitance but also a high power density. They are thus capable of being able to store comparatively high energies within a short time.
  • Ultra-capacitors are often referred to as supercapacitors or double-layer capacitors and allow extensive miniaturization with sufficient energy storage.
  • the user-related component can be designed as a memory card, chip or tag.
  • the user-related component can be designed as a memory card, chip or tag.
  • other embodiments are conceivable, so that the invention is not limited to the examples described.
  • the device for describing the memory and for determining and collecting the user fees can be designed as a terminal machine.
  • a terminal machine is understood as a device in which the user of the device can input information about the use intended by him, which information is then stored in the memory of the user-related, mobile component.
  • the terminal machine must be suitable for determining the user fee based on the usage information entered by the user according to the tariff and also to collect it accordingly.
  • a terminal machine in the form of a slot machine, as it is known for example in the field of ticket vending machines and the like.
  • the device for describing the memory and for determining and collecting the user charges can have a central computer unit, which preferably communicates wirelessly with an intermediate element which is at least temporarily connected to the user-related component via an interface.
  • the intermediate element can be designed, for example, but not exclusively, as a mobile telephone, mobile computer or the like and can therefore be carried by the user.
  • Such a configuration of the device has a number of advantages. If the device is designed in the form of a terminal machine, this means that a number of terminal machines are usually required, in particular if the device is used for the collection of distance-related road fees.
  • the central processing unit only a single central processing unit is required, which can be placed in any location.
  • appropriate intermediate elements such as mobile phones or mobile computers, which are now very widespread, can be communicated with this central processing unit.
  • the user-related component Via a corresponding interface, the user-related component is at least temporarily connected to the intermediate element, so that a direct communication line is established between the central computer unit and the user-related component.
  • the user and / or user-related information is transferred from the central computer unit into the memory of the user-related component.
  • the resulting user fees are determined and collected online, for example by direct debit, credit card debit or the like.

  • a road 10 On the road drives a truck 11, for which a toll road is payable.
  • the device for charging user fees should be designed such that the driver of the truck 11 does not have to carry any expensive additional equipment with him in order to be able to pay the toll fees. Nevertheless, should be possible in a simple way, a survey of the distance-related road tolls.
  • a number of devices 30 are provided along the route for describing the memory and for determining / including fees. These devices 30 are designed in the form of terminal automats. Such a terminal automat will be in view of the FIG. 2 described in detail below.

  • transceivers 40, 41 are provided. Some of the transceivers 41 are stationary, either along the highway 10 or on bridges 42, which is led over the highway 10. Other transceivers 40 are made mobile, for example, by being integrated into a police vehicle 12.
  • the truck driver picks up a user-related mobile component 20, which is equipped with a DSRC communication, which has a memory 21 and pushes it into an insertion opening 33 provided in the device 31. Subsequently, the truck driver enters via a keyboard 32 usage-related and / or user-related information, which are displayed on a screen 31 for control. For example, in the present case, the truck driver indicates that he wants to drive the highway 10 from a position A to a position B. In the device 30, a correspondingly high time credit is calculated for this purpose. This time credit also includes a certain amount of time, by means of which emergencies, traffic jams and the like are taken into account.
  • a corresponding usage fee is determined in the device 30 according to a predetermined tariff.
  • This fee can be paid by the truck driver on the device 30 by a monetary payment, for which purpose this is for example in the form of a slot machine.
  • the device 30 stores a corresponding information-for example a password-in the memory 21 of the user-related component 20.

  • the truck 11 is controlled, for example, by a police patrol 12, which has a mobile control device with a transceiver 40.
  • the transceiver 40 communicates with the user-related mobile component 20 by DSRC communication. To do so, it reads out the memory 21 of the user-related component 20. As long as the truck 11 is within the granted usage period, the information can be read from the volatile memory 21, which means that a proper use of the highway section 10 is given. However, if the truck 11 travels the freeway section 10 outside the granted usage period, the information content in the volatile memory 21 would be erased due to the breakdown of the temporary power supply. In this case, the user-related component 20 would not respond to a request from the transceiver 40. Then the truck 11 could be separated from the flowing traffic and subjected to a corresponding review.
