After the broken cone 16 is inserted into the processing pipe 13, the upper end of the processing pipe 13 is blocked by the upper baffle plate 9 at the moment, the lower end of the processing pipe 13 is blocked by the lower baffle plate 10, the broken cone 16 breaks the pressure tank container in the processing pipe 13, so that the pressure in the pressure tank container is released, the danger possibly generated in the subsequent processing process is reduced, when the broken cone 16 is propped against the movable part, the fixer 17 still moves continuously, a short pin on the broken cone 16 slides along the oblique through groove, the broken cone 16 deflects a certain angle rapidly, the breaking range of the broken cone 16 on the pressure tank is enlarged, after the pressure tank is broken, the reciprocating frame 15 moves backwards, the fixer 17 moves backwards, the broken cone 16 resets under the action of the extrusion spring 18, the broken cone 16 exits the processing pipe 13, the reciprocating frame 15 drives the hollow gear 19 to rotate when the reciprocating frame 15 moves backwards, the hollow gear 19 rotates reversely, the pawl 21 slides on the ratchet groove, and the unidirectional rotating shaft 20 cannot rotate.
