PURPOSE:To form a uniform developer thin layer and to obtain a stable visible image with a means that supplies a single component developer onto an electrostatic charge image forming surface, by forming a thinner developer thin film on the 1st roller than that on the 2nd roller. CONSTITUTION:About 10-500mu projecting and recessing parts are formed on the circumference surface of the 2nd roller 2a, and the thickness of the toner is controlled by a blade 5. A corona charger 7 is sometimes provided. For the toner of the 2nd roller, both the 1st and 2nd rollers move to the position where both rollers are opposed to each other. Then the toner of the polarity opposite to an electrostatic charge moves to the 1st roller 3 due to an electric field formed between both rollers. The toner particle number layer is shifted onto the roller 3. Then the toner on the roller 3 sticks to the electrostatic charge image part on an electrostatic charge image supporter 4 under the electrical bias and with no contact. The 2nd roller has the projecting and recessing surface, and even a nonmagnetic toner is also available to the 2nd roller. The thickness control of the toner layer is mainly carried out by the vias voltage produced between both rollers, the ratio of the speed of revolution, etc.
