PURPOSE:To form an electrophotographic image without corona charging, by supplying the surface of an electrode having dense holes or grooves capable of retaining a conductive liquid developer with this developer, bringing this elec- trode into contact with a photoconductive layer, and applying voltage as or after imagewise exposing the layer. CONSTITUTION:A developing member consists of an electrode 1 made of metal or the like and a layer 2 having dense holes for retaining a conductive liquid developer. A photoconductive layer 3 is formed on a transparent conductive substrate made by forming a transparent conductive layer 4 on a transparent base 5, and comes into contact with the layer 2 retaining the developer. The layer 3 is exposed to a light 8 through an original 8, as electrostatic voltage V1 is applied from a source 6, or the voltage application is executed after the exposure, thus permitting the developer to move out of the holes of the layer 2 in the exposed or unexposed areas to the surface of the layer 3, and to attach its surface to form an image.
