PURPOSE:To extract one block of picture elements from prescribed picture elements in a decoded output and to stretch and decode it into an original picture signal, by stretching and decoding compressed and encoded data to which prescribed picture elements are added so that the number of picture elements can agree with a compressed block length. CONSTITUTION:Stretching part 21 receives and stretches input compressed and encoded data 20 to output stretched signal 22 having the number of picture elements equivalent to compressed block length M. This signal 22 is written in output buffer 25 with write clock 27, from stretching part 21, which consists of a picture signal with L picture elements and a fixed value signal with M-L picture elements and on this writing operation, address controller 26 of the stretcher sets the address of buffer 25 to the starting address where a picture signal containing one actual block of L picture elements among M picture elements stored in buffer 25 is stored.
