CONSTITUTION:The effective signal representing an effective part is generated from variable length code data by which no final runlength code is transmitted by an effective signal generation circuit 108, and it is written on the buffer memory 109. A gate 111 prohibits the readout clock when the effective signal is read from the memory 109 by the readout clock generated at a variable length code decoder circuit 110, and performs a rotation circuit processing on all zero data. The all zero code of a variable length code is formed in the runlength code, and outputs zero to the last as decoding data, then, the final runlength code can be decoded.
