An oxygen containing gas supplied fron pipe 5 is dissolved into the treating water at descending current passage A, and the gas is changed into bubbles at ascending current passage B. Then the treating water is supplied to settling tank 9 from flow-in port 3a through debubbling part 11, and the water is treated by highly dense active sludge under an anaerobic conditions.
