To maintain positioning of stubs in a composite filler of stubs and unwrapped tobacco portions advancing on a paper web 6 beneath a compression tongue 7, a rotatable wheel 1 which may have stub-adjusting and tobaccoadvancing fingers 3, 4 as in Specification 709,203 is provided with surfaces 2 which act on the upper surfaces of the stubs to press them against the web 6. The surfaces 2 move forwardly faster than the stubs and are smooth enough not to drag them relatively forwardly though substantially preventing their lagging. Doublelength stubs and tobacco portions are used, and further fingers 5 densify the tobacco portions at their mid points where they will ultimately be severed.
