A covering for a substantially flat roof comprises an underlayer of resilient material, such as bitumen impregnated felt, polystyrene foam or polyurethane foam, an intermediate layer of a water impervious sheet, preferably of butyl rubber and an upper layer, which may be between one inch and three inches thick, comprising a comparatively dense ballast material such as river gravel. The three layers are loosely laid upon the roof decking, except that the water impervious sheet, which may be prefabricated in one piece with openings for ventilators, may be fixed to the decking along the roof edge and around any openings therein. The water impervious sheet may comprise a fire-retardant and may comprise a laminate of a pair of butyl-rubber sheets, one of which comprises a fire retardant.
