A water impermeable membrane 26 comprising a plurality of layers of bituminous adhesive and roofing felt on the upper surface of a roof deck 21, is covered by a layer of closed cell, water impermeable cellular thermal insulation 32 having on its upper surface a protective layer 35. The thermal insulation may be a foamed synthetic resinous material or foamed glass. The protective layer may comprise gravel or an inorganic mortar.
