A chair plate particularly for use with a rail seat and rail clips is of sufficient area to cover the seat and clips and has spaced upward flanges to engage the outermost portions of the rail clips. The plate may be located in a recess in the sleeper and have securing bolt holes in addition to the clip bolts or may have additional longitudinal flanges to contact the rail or rail seat and prevent rotation during assembly.
