A continuous rod of tobacco is formed from two streams, one of which is formed by a joint grooved suction wheel, and the second of which is formed on a second grooved suction wheel of smaller diameter fed with the tobacco trimmed from the first suction wheel. As shown the tobacco is fed from a U-folded belt 3 on to and at a slightly lower speed than the peripheral speed of a suction wheel 8 rotating anticlockwise. It is first blown up against a flexible elastic plate 123 extending from a guide-plate 23 by a draught of air flowing through a gap 9. The flexible plate 123 has a fork-shaped end and the guide-plate 23 is pivortallymounted by a pin 24. A trimming wheel 29 is provided for transferring excess tobacco from the first wheel 8 to a second suction wheel 8<SP>1</SP>. The trimmed tobacco filler stream is released from the suction-wheel 8, when it reaches the lowermost point of rotation, by a fixed packing 113 which cuts off the suction. The filler stream is then directed on to a conveyer band 5. Any remaining tobacco particles are removed from the wheel 8 by air forced into a space 42 in the packing 113 and discharged through a tube 45. The excess tobacco trimmed by wheel 29 and fed to the second suction wheel 8<SP>1</SP> is also formed into a filler and directed on to the conveyer band 5. The wheel 8<SP>1</SP> is similar to wheel 8 but smaller, like parts being referred to by the same reference numerals with primes added.
