  1. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3, mit den Schritten:
    Empfangen durch einen Server für vorübergehende Geschwindigkeitsbegrenzung TSRS eines von einem zentralisierten Verkehrssteuersystem CTC ausgegebenen vorübergehenden Geschwindigkeitsbegrenzungsbefehls, wobei der vorübergehende Geschwindigkeitsbegrenzungsbefehl zumindest einen Geschwindigkeitsbegrenzungswert, einen Startpunkt eines Geschwindigkeitsbeschränkungsbereiches, einen Endpunkt eines Geschwindigkeitsbeschränkungsbereiches, eine Streckennummer, eine Zeitplanungsbefehlsnummer und eine Stationsnummer aufweist;
    automatische Verteilung durch den TSRS des vorübergehenden Geschwindigkeitsbegrenzungsbefehls für das zugehörige Zugsteuerzentrum TCC und/oder die Funkstreckenzentrale RBC gemäß dem Startpunkt des Geschwindigkeitsbeschränkungsbereiches, dem Endpunkt des Geschwindigkeitsbeschränkungsbereiches und dem Einflussbereich jedes TCC und/oder jeder RBC auf der Bahnstrecke entsprechend der Streckennummer durch Neuerstellen von Feldinformationen des Startpunktes des Geschwindigkeitsbeschränkungsbereiches und des Endpunktes des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl für das zugehörige TCC und/oder die zugehörige RBC,
    Senden durch den TSRS des entsprechenden vorübergehenden Geschwindigkeitsbegrenzungsbefehls an das TCC und/oder die RBC, zusammen mit einer Befehlskennung zum Identifizieren des vorübergehenden Geschwindigkeitsbegrenzungsbefehls.
  2. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 1, wobei die automatische Verteilung durch den TSRS des vorübergehenden Geschwindigkeitsbegrenzungsbefehls für das zugehörige TCC und/oder die zugehörige RBC gemäß dem Startpunkt des Geschwindigkeitsbeschränkungsbereiches, dem Endpunkt des Geschwindigkeitsbeschränkungsbereiches und dem Einflussbereich jedes TCC und/oder jeder RBC auf der Bahnstrecke entsprechend der Streckennummer durch Neuerstellen von Feldinformationen des Startpunktes des Geschwindigkeitsbeschränkungsbereiches und des Endpunktes des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl für das zugehörige TCC und/oder die zugehörige RBC, mit:
    wenn ein Einflussbereich eines TCC und/oder einer RBC den Startpunkt des Geschwindigkeitsbeschränkungsbereiches und den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt, Hinzufügen, bevor Feldinformationen des Startpunktes des Geschwindigkeitsbeschränkungsbereiches und des Endpunktes des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet werden, eines Geschwindigkeitsbegrenzungsabdeckungszeichens, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich innerhalb des Einflussbereiches angeordnet ist;
    wenn ein Einflussbereich eines TCC und/oder einer RBC den Startpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt, aber nicht den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt, Hinzufügen, bevor der Startpunkt des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet wird, eines ersten Zeichens, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich innerhalb des Einflussbereiches angeordnet ist, und Hinzufügen, bevor die Feldinformationen des Endpunktes des Geschwindigkeitsbeschränkungsbereiches gesendet werden, eines zweiten Zeichens, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Vorderseite des Einflussbereiches befindet,
    wenn ein Einflussbereich eines TCC und/oder einer RBC nicht den Startpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt, aber den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt, Hinzufügen, bevor der Startpunkt des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet wird, eines dritten Zeichens, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Rückseite des Einflussbereiches befindet, und Hinzufügen, bevor die Feldinformationen des Endpunktes des Geschwindigkeitsbeschränkungsbereiches gesendet werden, eines ersten Zeichens, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich innerhalb des Abdeckungs-Einflussbereiches angeordnet ist,
    wenn ein Einflussbereich eines TCC und/oder einer RBC nicht den Startpunkt des Geschwindigkeitsbeschränkungsbereiches oder nicht den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt, Hinzufügen, bevor der Startpunkt des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet wird, eines dritten Zeichens, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Rückseite des Einflussbereiches befindet, und Hinzufügen, bevor die Feldinformationen des Endpunktes des Geschwindigkeitsbeschränkungsbereiches gesendet werden, eines zweiten Zeichens, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Vorderseite des Einflussbereiches befindet.
  3. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 1 oder 2, wobei der vorübergehende Geschwindigkeitsbegrenzungsbefehl ferner eine CTC-Nummer und eine Betreiber-ID aufweist.
  4. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 1 oder 2, wobei der TSRS, der den entsprechenden vorübergehenden Geschwindigkeitsbegrenzungsbefehl an das TCC und/oder die RBC aussendet, aufweist:
    Senden durch den TSRS des entsprechenden vorübergehenden Geschwindigkeitsbegrenzungsbefehls an das TCC und/oder die RBC nach Erhalt eines von dem CTC ausgesandten Aktivierungsbefehls und Ausführungsbefehls.
  5. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 4, wobei das Verfahren ferner aufweist:
    Senden durch den TSRS eines Aufhebungsbefehls an das TCC und/oder die RBC, der eine entsprechende Befehlskennung trägt, nach Erhalt des von dem CTC ausgesandten Aufhebungsbefehls.
  6. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 1 oder 2, wobei das Verfahren ferner aufweist:
    Speichern durch den TSRS des vorübergehenden Geschwindigkeitsbegrenzungsbefehls auf einer lokalen Festplatte gemäß einem vorbestimmten Dateispeicherformat nach Erhalt des von dem CTC ausgesandten vorübergehenden Geschwindigkeitsbegrenzungsbefehls, wobei das Dateispeicherformat ein aktuelles Datum und eine Versionsnummer aufweist.
  7. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 1 oder 2, wobei das Verfahren ferner aufweist:
    wenn eine Erfassung anzeigt, dass Zustände der vorübergehenden Geschwindigkeitsbegrenzung des TSRS und des TCC und/oder der RBC unvereinbar miteinander sind, gibt der TSRS automatisch erneut den gespeicherten vorübergehenden Geschwindigkeitsbegrenzungsbefehl an das TCC und/oder die RBC aus.
  8. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 1 oder 2, wobei das Verfahren ferner aufweist:
    Mitteilen durch den TSRS des letzten aktuellen Geschwindigkeitsbegrenzungsstatusergebnisses an das CTC nach Implementierung einer umfassenden Beurteilung des Ausführungsstatus des Geschwindigkeitsbegrenzungsbefehls durch Erfassung von Geschwindigkeitsbegrenzungsempfangsinformationen des TCC und/oder der RBC.
  9. Verfahren zum Senden eines vorübergehenden Geschwindigkeitsbegrenzungsbefehls in einem chinesischen Zugsteuersystem-3 gemäß Anspruch 1 oder 2, wobei das Verfahren ferner aufweist:
    Implementierung durch den TSRS einer ausführbaren Überprüfung des Geschwindigkeitsbegrenzungswertes, des Startpunktes des Geschwindigkeitsbeschränkungsbereiches, des Endpunktes des Geschwindigkeitsbeschränkungsbereiches, der Streckennummer und der Stationsnummer.
  10. Server für eine vorübergehende Geschwindigkeitsbegrenzung mit:
    einem Empfangsmodul (11), das dafür ausgebildet ist, einen von einem zentralisierten Verkehrssteuersystem CTC ausgegebenen vorübergehenden Geschwindigkeitsbegrenzungsbefehl zu empfangen, wobei der vorübergehende Geschwindigkeitsbegrenzungsbefehl zumindest einen Geschwindigkeitsbegrenzungswert, einen Startpunkt eines Geschwindigkeitsbeschränkungsbereiches, einen Endpunkt eines Geschwindigkeitsbeschränkungsbereiches, eine Streckennummer, eine Zeitplanungsbefehlsnummer und eine Stationsnummer aufweist;
    einem Verteilmodul (12), das dafür ausgebildet ist, automatisch den vorübergehenden Geschwindigkeitsbegrenzungsbefehl zu verteilen für das zugehörige TCC und/oder die zugehörige RBC gemäß dem Startpunkt des Geschwindigkeitsbeschränkungsbereiches, dem Endpunkt des Geschwindigkeitsbeschränkungsbereiches und dem Einflussbereich jedes TCC und/oder jeder RBC auf der Bahnstrecke entsprechend der Streckennummer durch Neuerstellen von Feldinformationen des Startpunktes des Geschwindigkeitsbeschränkungsbereiches und des Endpunktes des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl für das zugehörige TCC und/oder die zugehörige RBC;
    einem Sendemodul (13), das dafür ausgebildet ist, den entsprechenden vorübergehenden Geschwindigkeitsbegrenzungsbefehl an das TCC und/oder die RBC zu senden, zusammen mit einer Befehlskennung zum Identifizieren des vorübergehenden Geschwindigkeitsbegrenzungsbefehls.
  11. Server für eine vorübergehende Geschwindigkeitsbegrenzung gemäß Anspruch 10, wobei das Verteilmodul (12) aufweist:
    eine erste Verteileinheit, die dafür ausgebildet ist, ein Geschwindigkeitsbegrenzungs-Abdeckungszeichen hinzuzufügen, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich innerhalb des Einflussbereiches angeordnet ist, bevor Feldinformationen des Startpunktes des Geschwindigkeitsbeschränkungsbereiches und des Endpunktes des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet werden, wenn ein Einflussbereich eines TCC und/oder einer RBC den Startpunkt des Geschwindigkeitsbeschränkungsbereiches und den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt;
    eine zweite Verteileinheit, die dafür ausgebildet ist, ein erstes Zeichen hinzuzufügen, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich innerhalb des Einflussbereiches angeordnet ist, bevor der Startpunkt des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet wird, und ein zweites Zeichen hinzuzufügen, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Vorderseite des Einflussbereiches befindet, bevor die Feldinformationen des Endpunktes des Geschwindigkeitsbeschränkungsbereiches gesendet werden, wenn ein Einflussbereich eines TCC und/oder einer RBC den Startpunkt des Geschwindigkeitsbeschränkungsbereiches, aber nicht den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt;
    eine dritte Verteileinheit, die dafür ausgebildet ist, ein drittes Zeichen hinzuzufügen, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Rückseite des Einflussbereiches befindet, bevor der Startpunkt des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet wird, und ein erstes Zeichen hinzuzufügen, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich innerhalb des Einflussbereiches angeordnet ist, bevor die Feldinformationen des Endpunktes des Geschwindigkeitsbeschränkungsbereiches gesendet werden, wenn ein Einflussbereich eines TCC und/oder einer RBC nicht den Startpunkt des Geschwindigkeitsbeschränkungsbereiches, aber den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt;
    eine vierte Verteileinheit, die dafür ausgebildet ist, ein drittes Zeichen hinzuzufügen, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Rückseite des Einflussbereiches befindet, bevor der Startpunkt des Geschwindigkeitsbeschränkungsbereiches in dem vorübergehenden Geschwindigkeitsbegrenzungsbefehl gesendet wird, und ein zweites Zeichen hinzuzufügen, das verwendet wird, um anzuzeigen, dass der Geschwindigkeitsbeschränkungsbereich sich auf der Vorderseite des Einflussbereiches befindet, bevor die Feldinformationen des Endpunktes des Geschwindigkeitsbeschränkungsbereiches gesendet werden, wenn ein Einflussbereich eines TCC und/oder einer RBC nicht den Startpunkt des Geschwindigkeitsbeschränkungsbereiches oder den Endpunkt des Geschwindigkeitsbeschränkungsbereiches abdeckt.
  12. Server für eine vorübergehende Geschwindigkeitsbegrenzung gemäß Anspruch 10, wobei er ferner aufweist:
    ein Authentifizierungsmodul, das dafür ausgebildet ist, die Legitimität des Geschwindigkeitsbeschränkungswertes, des Startpunktes des Geschwindigkeitsbeschränkungsbereiches, des Endpunktes des Geschwindigkeitsbeschränkungsbereiches, der Streckennummer und der Stationsnummer zu authentifizieren.
  13. Server für eine vorübergehende Geschwindigkeitsbegrenzung gemäß Anspruch 10, wobei er ferner aufweist:
    ein Speichermodul, das dafür ausgebildet ist, den vorübergehenden Geschwindigkeitsbegrenzungsbefehl auf einer lokalen Festplatte gemäß einem vorbestimmten Dateispeicherformat zu speichern, wobei das Dateispeicherformat ein aktuelles Datum und eine Versionsnummer aufweist; und
    ein automatisches Neuausgabemodul, das dafür ausgebildet ist, erneut den gespeicherten vorübergehenden Geschwindigkeitsbegrenzungsbefehl an das TCC und/oder die RBC auszugeben, wenn eine Erfassung anzeigt, dass Zustände der vorübergehenden Geschwindigkeitsbegrenzung des TSRS und des TCC und/oder der RBC unvereinbar miteinander sind.
  14. Server für eine vorübergehende Geschwindigkeitsbegrenzung gemäß irgendeinem der Ansprüche 10 bis 13, wobei der Server für eine vorübergehende Geschwindigkeitsbegrenzung zwei unabhängige Untersysteme aufweist, von denen jedes Untersystem einen internen Kommunikationsserver, einen ersten Server, einen zweiten Server und einen dritten Server aufweist, die jeweils mit dem internen Kommunikationsserver verbunden sind, wobei die internen Kommunikationsserver zweier getrennter Untersysteme miteinander verbunden sind, wobei das Empfangsmodul (11) und das Sendemodul (13) in dem ersten Server integriert sind, und wobei der zweite Server und der dritte Server das Verteilmodul (12) bilden.
  15. Steuersystem mit einem Server für eine vorübergehende Geschwindigkeitsbegrenzung gemäß irgendeinem der Ansprüche 10 bis 14, einem CTC, einem TCC und einer RBC, die jeweils mit dem Server für eine vorübergehende Geschwindigkeitsbegrenzung verbunden sind.
