s4, receiving the operation data of the grounding wire uploaded by the intelligent grounding wire, and monitoring the operation state of the intelligent grounding wire according to the operation data of the grounding wire;
and S5, when a ground wire dismantling message is received, determining an intelligent ground wire to be dismantled and a second target line hung by the intelligent ground wire to be dismantled according to a ground wire dismantling request and combining ground wire binding information, generating dismantling linkage instructions according to the number of the intelligent ground wires in the second target line, and sending the dismantling linkage instructions to the dispatching automation platform, so that the dispatching automation platform locks or opens the line power transmission action of the second target line according to the dismantling linkage instructions.
Further, the present embodiment provides a line-to-ground wire management and control method, which may further include, after step S2:

synchronizing the work ticket data in the work ticket management and control module, and determining a target work ticket to be executed according to the synchronized work ticket data, wherein the work ticket data comprises the following information: the number of working tickets, the information of maintenance lines, the installation positions of the grounding wires, the number of the grounding wires and the information of responsible persons;
screening a plurality of target intelligent grounding wires from a grounding wire library according to the number of the working tickets and the number of the grounding wires contained in the target working tickets, and establishing an association relation between the number of the grounding wires of the target intelligent grounding wires and the number of the working tickets of the target working tickets;
establishing a one-to-one association relation between the grounding wire serial numbers of all the target intelligent grounding wires and all the grounding wire installation positions according to the grounding wire installation positions contained in the target working ticket so as to obtain grounding wire binding information corresponding to the target working ticket;
when a ground wire hooking request is received, determining a first target line to be hooked according to a work ticket number contained in the ground wire hooking request and combining the ground wire binding information, and sending a hooking linkage instruction to the dispatching automation platform, so that the dispatching automation platform executes a line power failure action on the first target line according to the hooking linkage instruction, and after the line power failure action is executed, issuing a ground wire hooking permission prompt to the mobile terminal;
receiving the ground wire operation data uploaded by the intelligent ground wire, and monitoring the operation state of the intelligent ground wire according to the ground wire operation data, wherein the ground wire operation data comprises the following components: the number of the grounding wire, the position coordinates, the electric quantity of the grounding wire, the real-time state of the grounding wire and the data uploading time;
when a ground wire dismantling message is received, according to the ground wire dismantling request and the ground wire binding information, determining an intelligent ground wire to be dismantled and a second target circuit to which the intelligent ground wire to be dismantled is connected, generating a dismantling linkage instruction according to the number of the intelligent ground wires in the second target circuit, and sending the dismantling linkage instruction to the dispatching automation platform, so that the dispatching automation platform locks or opens the circuit power transmission action of the second target circuit according to the dismantling linkage instruction.
2. The line-to-ground line management system of claim 1, wherein the ground line management platform is further configured to:
when receiving a ground wire ex-warehouse request, checking the ground wire ex-warehouse request by combining the ground wire binding information, if the check is passed, issuing a ground wire ex-warehouse permission to the mobile terminal, and if the check is not passed, returning the ground wire ex-warehouse request.
