1. The vegetable seed sterilization and activation treatment agent is characterized by comprising the following materials:
10-15 parts of yam rhizome, 12-18 parts of longhairy antenoron herb, 10-20 parts of tea stem, 10-15 parts of clove, 8-10 parts of ligusticum chuanxiong hort, 15-18 parts of willow branch, 200-300 parts of distilled water, 8-10 parts of honey and 8-15 parts of Chinese medicinal clove, 12-15 parts of thick-stem dryopteris crassipes, 15-20 parts of fresh sisal leaves, 15-18 parts of dried artemisia annua, 20-25 parts of vegetable waste, 5-8 parts of coptis chinensis, 5-10 parts of apple vinegar, 8-10 parts of mock strawberry juice, 5-8 parts of konjac glucomannan and 5-8 parts of apigenin.
2. A preparation method of a vegetable seed sterilization and activation treating agent is characterized by comprising the following steps: the method comprises the following steps:
s1, cleaning clove, ligusticum chuanxiong hort, yam rhizome, willow branch, longhairy antenoron herb and tea stem, crushing, adding an appropriate amount of distilled water and honey, soaking for 30-50min, then cooking with strong fire until the remaining half of the clear water amount is reached, cooking with slow fire for 20min, keeping the temperature for 30-60min with closed fire, filtering, retaining the filtrate to obtain an extracting solution, freeze-drying the filter residue to obtain plant powder for later use, adding konjac glucomannan into the extracting solution, stirring for 5min at 40 +/-5 ℃, then adding apple vinegar and mock strawberry juice into the extracting solution under the stirring condition, performing ultrasonic treatment for 15min after uniform stirring, then adding apigenin into the plant powder, standing for 0.5-1h after uniform mixing, and freeze-drying to obtain a plant mixture;
s2, taking traditional Chinese medicines including clove, Dryopteris crassirhizoma, fresh sisal leaves, dried artemisia annua, vegetable waste and coptis as raw materials, washing, drying, crushing by using a crusher, adding 75% ethanol with the volume of 10 times of the crushed capacity, shaking and leaching for 24 hours by using a shaking table, centrifuging to obtain a supernatant and residues, adding 75% ethanol with the volume of 7-8 times of the plant sample into the residues obtained after the first extraction, shaking and leaching for 18 hours, centrifuging to obtain a supernatant and residues, adding 75% ethanol with the volume of 5-6 times of the plant sample into the residues, shaking and leaching for 12 hours, centrifuging to obtain the supernatant and the residues, combining the supernatants obtained in three times, concentrating by using a rotary evaporator at 35 ℃ and 0.08MPa to obtain a concentrated solution, filtering and sterilizing by using a microporous filter membrane, adding sterile water to fix the volume to 1g/ml, obtaining plant concentrated solution, then uniformly mixing brown sugar and water, then pouring the obtained plant concentrated solution into brown sugar water for uniform mixing, storing for 10-15 days at room temperature in a dark sealing manner, then filtering by using a filter screen to obtain fermentation liquor with the functions of sterilization and insect expelling, and storing at room temperature in a dark sealing manner;
s3, adding the fermentation liquor with the sterilizing and insect expelling functions obtained in the step S2 and porous silicon dioxide into a high-speed mixer for mixing treatment, heating to 50-70 ℃, mixing and stirring for 5-10min, then placing in a drying oven, drying at 60-90 deg.C for 2-3h to obtain fermentation liquid with porous silicon dioxide coated sterilization and insect repellent functions, then adding starch into the mixed solution of glycerol and water, heating to 50-70 ℃, mixing and stirring to form starch into slurry, then adding the fermentation liquor with the functions of sterilizing and expelling insects, which is coated by porous silicon dioxide, into the slurry, ultrasonically mixing and stirring for 20-40min at the frequency of 30-50hHz to ensure that the slurry is immersed into the pores of the porous silicon dioxide, drying at 60-80 deg.C for 2-3h, and pulverizing the obtained material with micronizer to obtain fermentation liquid with slow-release antibacterial and anthelmintic functions;
s4, mixing the plant mixture obtained in the S1 and the fermentation liquor with the slow-release sterilization and insect repellent function obtained in the S3 to obtain the sterilization and activation treating agent with the insect repellent function.

The method for preparing the vegetable seed sterilization and activation treatment agent according to claim 2, wherein the method comprises the following steps: and (3) filtering the fermentation liquor in the S2 through a 150-mesh and 200-mesh sieve after being sealed and stored in a dark place.
4. The method for preparing the vegetable seed sterilization and activation treatment agent according to claim 2, wherein the method comprises the following steps: the ratio of brown sugar to water in the S2 is 1: 100.
5. The method for preparing the vegetable seed sterilization and activation treatment agent according to claim 2, wherein the method comprises the following steps: and (3) crushing the material obtained in the S3, and then sieving the crushed material through a 150-mesh and 200-mesh sieve.
6. The method for preparing the vegetable seed sterilization and activation treatment agent according to claim 2, wherein the method comprises the following steps: the sterilization activation treating agent can be used for preventing and treating various plant diseases caused by alternaria, rhizoctonia solani, phytophthora, colletotrichum, fusarium, botrytis cinerea, phoma stem, verticillium, colletotrichum and ustilago.
