- these are only guidelines.
- the quantity and quality of the solar cells can be designed so that they can also deliver larger outputs. It is only essential that the power of the solar cells is adapted to the average power of the transmission device.
- the chip card according to the invention is preferably designed such that the transmitting device emits electromagnetic waves in the microwave frequency range.
- the microwave frequency range or the microwave-near frequency range such as, for example, the frequency range for operating GSM mobile phone telephones, is particularly suitable for the operation of the transmitting device of the chip card according to the invention for technical as well as technical reasons. In principle, however, other wavelength ranges are also conceivable.

- the time intervals preferably have a length of 0.1 sec to 10 sec.
- the chip card according to the invention is preferably designed so that the time intervals have a length of 1 sec. In principle, however, the time intervals are uncritical variables which can be varied considerably depending on the need and area of application of the chip card according to the invention. It is only essential that the transmitting device of the chip card according to the invention outputs identifiable data within such time periods that a position determination of a vehicle carrying a chip card according to the invention is made possible.

- the chip card according to the invention has a non-programmable identification chip, in which an identifier in the form of a digital number code for identifying the card is saved. According to the invention, this identifier serves to make a vehicle carrying the chip card according to the invention clearly identifiable. A vehicle carrying a chip card according to the invention accordingly sends out an identifier that is not person-related or vehicle-related, but is only related to the respective chip card.
- the chip card according to the invention contains a control chip in which an operating period and a time division of the operating times of the chip card can be specified.
- the operating period can be predetermined by a predetermined amount of money.

- a time division of the operating times of the chip card can be provided optionally and can be specified by an owner of the chip card.
- the chip card according to the invention is preferably designed such that the interval length in which no pulse is sent can also be specified in the control chip.
- the power consumption of the chip card is reduced if the interval lengths in which no pulse is sent are large, and it is increased if these interval lengths are short.
- the control chip of the chip card according to the invention can have an exposed contact surface on the chip card, via which it can be programmed.
- the contact surfaces of the chip card according to the invention m inserted state m the programming unit in contact with corresponding contact surfaces of the latter.
- the contact area is composed of a plurality of contact fields.
- the chip card according to the invention can contain a further memory chip for storing predefinable amounts of money.
- usual services or services in the vehicle sector such as paying parking fees, filling up with gasoline or washing a vehicle in a car wash, should be affordable.
- the memory chip according to the invention can be designed such that the lower memory chip has an exposed contact surface on the chip card, about which amounts of money, for. B. for parking meters or car washes.
- This contact area can be identical or can be designed separately with the contact area via which the chip card can be programmed.
- the chip card according to the invention can be designed such that the control chip, the identification chip, the charging chip and the lower memory chip are combined in a single chip.
- the invention also relates to a system for monitoring the payment of motorway tolls, monitoring devices being attached to motorways, having at least one receiving device for receiving the signals transmitted by a chip card of the type mentioned above, a transmitting device for electromagnetic waves for transmitting data to a central database, one digital camera for imaging vehicles passing through a monitoring device including their number plates, a scanner device for scanning the images taken by the digital camera and for digitally processing the image contents in order to transmit them in digital form from the transmitting device.
- the system according to the invention fulfills the task of paying motorway tolls without a driver having to stop or slow down his vehicle for this purpose.
- This object is achieved in cooperation with a chip card of the type mentioned at the outset, which is able to send out active signals which on the one hand contain an identifier which allows the chip card to be identified and on the other hand sends out an identifier with which one which has taken place in the past Money transfer to pay one or more highway tolls is demonstrated.
- the system is preferably designed so that it is a

- the receiving device does not receive a signal emitted by a chip card of the aforementioned type from a passing vehicle.
- the camera and the forwarding of the image content obtained in this way to a central database serves the purpose of recording vehicles via their license plate and / or the driver of vehicles in the
- Received signal from a chip card from which it follows that a highway toll to be paid has been paid.
- the vehicle owner is determined from the central database using the license plate and subsequently asked to pay the corresponding motorway toll. Due to the nature of the evidence
- the system is preferably designed such that, in the case of digital data transmission from a monitoring device to a central database, soaring aircraft are provided as a relay station. Soaring planes are only one way of realizing such a relay station. Instead of airplanes, transmission to one or more satellites is also conceivable. It is also possible to completely dispense with relay stations and to set up direct data transmission from the transmitting devices to the central database either via radio connections or via a telephone network. Soaring planes, especially those flying above 15,000 m, offer the advantage that very inexpensive operation can be carried out in a very short time.
- the invention also relates to a method for directing traffic on motorways, the statistical data relating to traffic density and flow direction obtained by means of an above system being disseminated as information for road users via traffic radio.
