CONSTITUTION:This device is constituted of a glass substrate 21 as a transparent base body, an ITO film 22 as a transparent electrode, the single-layered color forming part 23 which exhibits an EC (electro-chromic) characteristic, and a transparent ITO film of a counter electrode 24 formed to face the transparent electrode. The plasma-polymerized film of the color forming part 23 is formed on the ITO film 22 formed on the glass substrate 21. The film of In2O3-SnO2 is formed to 0.1-0.5mum thickness is formed by a vacuum deposition or sputtering method as said film.
