発明の背景 １９２５年３月２４日付のアーサー・Ｈ，ｔットニーに
かかる米国特許第１５３０８５２号以来、郵便料金計（
料金計器）は絶え間なく進展してきた。
長年にわたシ２種類の料金計器が使用されてきた。
一つは回転可能な印刷ドラムを使用するもので、回転式
料金計器と呼ばれておシ、もう一つは固定した印字ヘッ
ドと往復運動するプラテンを使用するものでフラットベ
ッド料金計器として知られているものである。
近年において料金計器は完全に機械的なものから電子部
品を広汎に取り入れたものに変ってきた。
確かに多くの変更が行なわれてきたが、幾つかの点には
変化はない。
第１は、各料金計器はその内部に１対１対応でプリンタ
をもっていることである、すなわち、１料金計器と１プ
リンタが１ユニツトに組み込まれている。料金計器にお
いては、セキユアリテイーの必要性は絶対の要件である
。旧式の料金計器ではセキユアリテイーの措置を計器の
印刷部と会計部分の両方に施している。セキユアリテイ
ーが絶対要件となる理由は、郵便料金の金額を印刷する
のが料金計器の使命でアシ、セキユアリテイーの措置を
施さないと、第三者によって不正な郵便料金を印刷する
ことが可能で、これは米国郵便公社をあざむくことにな
るからである。殆んどのセキユアリテイー措置は物理的
なものに向けられていたが、最近になって証印が真正で
あることを確実にするため、暗号を利用する技術が提案
されている。しかしながらこのような暗号化は、長年に
わたり使用され又従来技術で提案されていたところの物
理的なセキユアリテイー装置を単に補完するにとどまる
。料金計器は過去において成功を収めてきたし今後もエ
レクトロニクスの進展に伴い、その発展が期待されるも
のではあるが、より廉価でより柔軟性に富み、しかも所
要のサービスとセキユアリテイーを提供する郵便料金装
置が要望される。更に今日の郵便処理システムに対して
よりコンパチブルな郵便料金システムが要望される。
発明の眠要 セキユアリテイーなしの郵便料課金装置を考案したもの
で、本装置においては、変更なしにそのまま使用できる
１個プリンタ（オフザシエルフプリンタ）もしくは複数
のプリンタを使用して所要の郵便料金を印刷し、セキユ
アリテイなしのリンクを通してこのプリンタを制御する
ことができる。
このプリンタはコンピュータに結合され、あるいはこの
代９にコンピュータとプリンタの組合せ例えばワード９
プロセツサを使用してもよい。コンピュータもしくはワ
ードプロセッサはセキユアリテイの計器ユニットと通信
する。この計器ユニットは会計モジュールと暗号化モジ
ュールを含んでおシ、直接もしくはユーザーのコンピュ
ータを介してコントロールセンターと通信することがで
き、このコントロールセンターより計器ユニットに郵便
財源ないし予算を入力することができる。このように構
成することにより、より廉価なプリンタを使用でき、シ
ステムのフレキシビリティも大幅に向上する。暗号の利
用により、不正な郵便料金の印刷を防止することができ
る。このフレキシブルな印刷と暗号の組合せにより、郵
便処理を廉価に行うことが可能になる。更に、複数のプ
リンタを１台の計器ユニットに接続し、処理させ、ネー
トワーク化を図ることができるという利点も生じる。
実施例の詳細な説明 第１図に郵便料金及び配達情報の付与装置θωを示す。
このシステムはコントロールセンター〇２）ト会計ユニ
ット１４を含み両者は例えば電話機１６フアクシミリ装
置、テレックス装置等の通信装置を介してやりとりが行
なわれる。
上記会計ユニット１４内部には電話機１６と会計ユニッ
ト内部の制御モジュール２０間の通信を可能にするモデ
ム・ポートもしくは変換器１８が、設けられている。制
御モジュールは例えばカリフォルニア州すンタクジラの
インテル社より市販されているインテル８０８５マイク
ロプロセッサ−のようなＣＰＵで構成できる。制御モジ
ュール２０は一体のもしくは相互に関連しあうメモリー
１９とクロック２１を有する。メモリー１９は各会計ユ
ニットに割り振った識別番号、顧客番号等の情報と共に
オペレージコン命令を記憶するＲＯＭ、ＲＡＭである。
制御モジュール２０は暗号化モジュール２２及び会計モ
ジュール２４とやシとりなする。暗号化モジュールは現
在入手可能な任意の暗号化デバイス例えばセキュアーキ
ーを使用するＮＢＳデータ暗号化基準（ＤＥＳ）にもと
すいて暗号化を行なうもので構成できる。このましい暗
号化モジュール２２の例はインテル８２９４暗号化装置
である。
会計モジュール２４は取引番号、アセンディンで及びデ
ィセンディングのレジスターを塔載するバッテリー作動
のＲＡＭで構成できる。既存の料金計器と同様にアセン
ディングのレジスターは各取引毎に出力され印字された
郵便料金の総額を記録するレジスターであシ、ディセン
ディングのレジスターは元本の郵便財源より差引かれ証
印の印刷毎に減少する郵便料金財源の残金を記録するレ
ジスターである。取引番号（口座番号）はコントロ−ル
センター１２が計器ユニット１４に料金の財源な充補も
しくは信用貸する際にコントロールセンター１２により
割当てられる固有の番号である。
会計ユニット１４内部にあるもう一つのモデム２６は制
御モジュール２０とユーザーのコンピュータ２８間の通
信を可能にする。料金計器ユニットはユーザのコンピュ
ータ２８と同じ場所でも、コンピュータから遠く離れた
場所にあってもよい。ユーザのコンピュータは入力、ロ
ジック、演算及び出力機能を有する任意の代表的なコン
ピュータ、例工ばニューヨーク州アルモンクのＩＢＭ社
より市販されているＩＢＭ−ＡＴの様なパーソナルコン
ピュータで構成できる。ユーザーのコンピュータ２８に
はユーザーのプリンター３０が接続される。
ユーザープリンターとしては英数字やバーコードを印字
可能な任意のものが使用できるが、ドツトマトリックス
プリンターの方がより望ましい。図ではユーザーコンピ
ュータ２８とプリンタ３０を使用しているが、この代り
にワードプロセッサを使用してもよい。
第１図に示すコントロールセンター１２は例えば郵便局
のような郵便料金の財源（信用貸）のソースである。ユ
ーザーが自分の客ナンバーを郵便局に知らせることによ
り、料金計器を遠隔より設定、充補するシステムは既に
知られておシ、例えば米国特許第４０９７９２３号に記
載されている。顧客からの注文に対し郵便局は郵便料金
の情報を顧客の料金計器、この場合合計ユニット１４に
自動的に入力する。本実施例では、郵便料の契約額を遠
隔よりリセットするが、料金計器ユニット乞実際に郵便
局に持ち込み、課せられている料金の額の支払後に再充
補してもよい。第１図のシステムにおいて会計ユニット
１４は、料金計器のセキユアリテイー即ち物理的、電子
的もしくは磁気的手段による不正行為を禁止するセキユ
アリテイーユニットにとって変るものである。例えばシ
ールド破断ボルト等のセキユアリテイーデバイスは周知
であり、従って会計ユニット１４の物理的なセキユアリ
テイー機構については説明を省略する。本実施例におい
て、会計ユニット１４はデイスプンイを持たず、ユーザ
ーのコンピュータ２８からこの会計ユニット１４０制御
モジユール２３ニ指定のコードワードが受信された時に
のみアクセス可能である。ユーザーのプリンター３０は
セキユアリテイープリンターではなく、同様にユーザー
のコンピュータ２８と会計ユニット１４間のリンク、及
びユーザーのコンピュータとユーザーのプリンター間の
リンクにもセキユアリテイーはついていない。
ユーザーのプリンター３０によって印刷される郵便料金
情報には暗号化モジュール２２によって作成された暗号
番号を含む。この暗号は公認されている任意のコード例
えばＤＥＳ、スープラ、国家安全保障局（ＮＳＡ）暗号
あるいはＲｌｖｅｓｔ　ＳｈａｍｉｒＡｄｌｅｍａｎ　
（Ｒ３Ａ　）暗号方式に基づくものが使用でキル。ユー
ザーのコンピュータ２８より必要な情報が会計ユニット
１４に供給されると暗号化モジュール２２は暗号番号を
作成し、この暗号番号は−１−−４−ノコンピュータ２
ｓ　Ｋ伝達すｆｔ−＋−−ｆ　−のプリンター３０より
打ち出される。会計ユニットに供給する情報には、顧客
番号、郵便料金等が含−まれる。
本発明の第２実施例においては、コントロールセンター
Ｌ２は電話機１６を介してユーザーのコンピュータ２８
と直接、通信を行う。この通信リンクを第１図に破線で
示す。コントロールセンター１２とユーザーのコンピュ
ータとを直接コンタクトさせることにより２つの主要な
利点が得られる。
第１はコストである。コントロールセンター１２とユー
ザーのコンピュータ２８との間の通信はコンピュータ対
コンピュータによって行なわれるため、モデム１８は不
要になる。すなわち、計器ユニット１４にはモデム２６
が一つあれば充分で、第２モデムに関係するパーツ、コ
ストは一切不要となる。第２は、コントロールセンター
１２トユーザーのコンピュータとの直接の通信により、
財源の伝送に際しユーザーが参加できる、というのもこ
（７）取引はユーザーのコンピュータ２８のＣＲＴに表
示されるため、ユーザーはこれを観て、折り返しのコメ
ントをコントロールセンター１２ニ伝達することができ
る。
第２図に、封筒等の郵便物３４に付される証印のフォー
マットを示す。特に本例では、封筒３４にはその宛先欄
（アドレスフィールド）にラベル３６が記入される。本
発明においては、証印は郵夏物に直接印刷してもいいし
、あるいは窓付封筒の窓を通して見える挿入紙の宛先領
域に印刷してもよい。ラベルの第−行３１は郵便料金と
顧客ナンバーに関する情報を持っている。第二性４０は
郵送の日付印証を打出した時刻及び郵便の種類である。
第三性４２は番号と文字で表現した暗号化メツセージで
アシ、このメツセージは初めの二行に記録された情報の
みならず、この行に後続する行に記録された受取人の宛
先情報とから作成されるものである。例えば、先頭の暗
号化メツセージ８７Ｃ１４は郵便料金と日付に関し、第
２グループ４５６４７は郵便番号に関し、第３グループ
６６６４６は顧客番号と取引番号に関し、最終のグルー
プ４００２Ｂは郵便物の種別に関する。これらの３行３
８、４０．４２の後には、氏名、受取人の宛先等がプリ
ンタ２８によって印刷される。
郵便料金、顧客番号、日付、郵便の種類はユーザーのコ
ンピュータ２８のキーボード９を介して制御モジュール
２０に入力される。メモリ１９は取引番号を与え、クロ
ック２１は時刻を与える。次に、暗号化モジュール２２
は暗号化番号乃至メッセージヲユーザーコンピュータに
送り、また会計モジュール２４に記憶されている財産か
ら今回の料金を差し引く。郵便公社の責任者は上記の暗
号化メツセージを適当なコントロールに入力してその情
報を解読することにより、証印が真正なものかどうか判
断することができ、る。すなわち、第３者が郵便料金を
支払わずに、郵便物を送ろうとして第３行４２０文字を

から取り出すことはできないからである。この結果、セ
キユアリテイーなしのプリンタ３０を使用でき、許可さ
れていない第３者は郵便物３４に誤りのない暗号化メツ
セージ４２を記入することはできない。
図示のものは複数の行を使用しているが、う〈ル３６も
しくは封筒３４の任意のところに暗号化情報を印刷して
差しつかえない。
第３図に示す装置には、１台の計器ユニットによって複
数の印刷端末に対応できるという利点がある。計器ユニ
ット１．４の所有権は、郵便局より郵便料課金の権利を
購入した個人に帰属してよく、この個人は、二次供給者
として、多数の他の個人に業務を提供することができる
。第３図に示すネットワークシステムにおいて、第１図
と同様の要素には同様の参照番号を付しである。会計二
二ツト１４内部にあるモデム２６は制御モジュール２０
と複数のユーザーのワード９プロセッサ２８−１゜２８
−２．・・・・・・２８−ｎとの間のゲートウェイとし
て働（。ユーザーのワードプロセッサはコンピュータ機
能をもつ任意のものでよく、例えばＤｉｃｔａｐｈｏｎ
ｅ６０００ワードプロセッサが使用できる。図示のワー
ドプロセッサ２８−１．２８−２．・・・・・・２８−
ｎは並列接続構成であるが、他の形態、例えば直列、環
状、星形等の形態にして差しつかえない。

Claims (11)

    【特許請求の範囲】
  1. （１）コントロールセンター、 制御モジュール、この制御モジュールと結合する暗号作
    成手段、及び制御モジュールと結合する会計手段より成
    る計器ユニット、 セキユアリテイなしで、コントロールセンターと、計器
    ユニット間の通信を行う手段、 コンピュータ、 セキユアリテイなしで、制御モジュールとコンピュータ
    間の通信を行う手段、及び コンピュータと通信するプリンタ、 より成る非セキユアリテイ式郵便料課金装置。
  2. （２）コントロールセンター、 制御モジュール、制御モジュールに結合する暗号作成手
    段、及び制御モジュールに結合する会計手段より成る計
    器ユニット、 コンピュータ、 コントロールセンターとコンピュータとの間の通信をセ
    キユアリテイなしで行う手段、 コンピュータと計器ユニットとの間の通信を行う手段、
    及び コンピュータと通信するプリンタ、 より成る非セキユアリテイ式郵便料課金装置。
  3. （３）コントロールセンター、 制御モジュール、制御モジュールに結合する暗号作成手
    段、及び制御モジュールに結合する会計手段より成る計
    器ユニット、 コントロールセンターと計器ユニットの制御モジュール
    との間の通信をセキユアリテイなしで行う手段、 複数のコンピュータ、 計器ユニットと各コンピュータとの間の通信を可能にす
    る手段、及び 各コンピュータに動作上結合する少なくとも一つのプリ
    ンタ、 より成る非セキユアリテイ式郵便料課金装置。
  4. （４）コントロールセンター、 制御モジュール、制御モジュールと結合する暗号作成手
    段、及び制御モジュールと結合する会計手段より成る計
    器ユニット、 複数のコンピュータ、 コントロールセンターとコンピュータの制御モジュール
    との間の通信をセキユアリテイなしで行う手段、 各コンピュータと計器ユニットとの間の通信をセキユア
    リテイなしで行う手段、及び 各コンピュータと動作上結合する少なくとも一つのプリ
    ンタ、 より成る非セキユアリテイ式郵便料課金装置。
  5. （５）セキユアリテイなしのプリンタで、郵便物に郵便
    料金（証印）を印刷する方法であつて、郵便料金の額を
    計器ユニットに伝達し、 計器ユニット内部に郵便料金の額を記憶し、印刷すべき
    郵便料金の額を選択し、 郵便の宛先を計器ユニットに伝達し、 計器ユニット内部で暗号化メッセージを作成し、暗号化
    メッセージを伝達し、 郵便物に暗号化メツセツジと料金を印刷し、計器内部の
    郵便財源より上記料金を差し引く、ことより成る方法。
  6. （６）特許請求の範囲第５項記載の方法において暗号化
    メッセージの作成に当り、料金情報をも使用すること。
  7. （７）特許請求の範囲第６項記載の方法において、複数
    のプリンタと通信し、その一つを選択して郵便物に付す
    る暗号化メッセージと料金を与えるステップを含むこと
    。
  8. （８）コントロールセンター、 制御モジュール、制御モジュールと結合する暗号作成手
    段、及び制御モジュールと結合する会計手段より成る計
    器ユニット、 コントロールセンターと計器ユニットの制御モジュール
    との間の通信をセキユアリテイなしで行う手段、 複数のワードプロセッサ、及び 各ワードプロセッサと計器ユニットとの間の通信を可能
    にする手段、 より成る非セキユアリテイ式郵便料課金装置。
  9. （９）制御モジュール、制御モジュールに結合する暗号
    作成手段、及び制御モジュールに結合する会計手段とよ
    り成る計器ユニット、 複数のコンピュータ、 計器ユニットと各コンピュータとの間の通信を行う手段
    、及び 各コンピュータと動作上結合する少なくとも一つのプリ
    ンタ、 より成る非セキユアリテイ式郵便料課金装置。
  10. （１０）セキユアリテイなしのプリンタを介して郵便物
    に郵便料金を印刷する方法であつて、 計器ユニット内部に郵便料の財源ないし予算を記憶し、 印刷すべき郵便料金の額を選択し、 郵便料金の額を計器ユニットに伝達し、 印刷すべき暗号化メッセージと郵便料金の額を複数のプ
    リンタの一つに伝達し、 一つのプリンタを作用して、暗号化メッセージと郵便料
    金を印刷し、 計器ユニット内の郵便料の財源より郵便料金の額を差し
    引く ことより成る方法。
  11. （１１）特許請求の範囲第１０項に記載の方法において
    、暗号化メッセージの作成に当り、郵便料金情報を作用
    すること。
