The dephosphorized molten iron is added with CaC2 on a mixer car 3, and is thereby desulfurized, after which it is treated in a converter 4. On the other hand, the blast furnace slag B is conducted to a slag making pan 5, where it is mixed with the desulfurization slag C discharged in said desulfurization process, whereby said dephosphorizer D is produced.
