PURPOSE:To obtain a stable operation characteristic of a valve, by permitting circulation of oil from an oil chamber to a vortex camber through the relief valve, opening a relief hole of the relief valve to the central part of the vortex chamber and operating said relief valve with a pressure difference between the upper and lower oil chambers in a valve main unit. CONSTITUTION:A relief hole 30, communicating a relief pressure chamber 26 to the central part of a vortex chamber 14, is provided. In this way, difference pressure, between the upper oil chamber of a valve 8 and the central part of the vortex chamber 14, is used for operating pressure of a relief valve 23, and pressure in the central part of the vortex chamber 14 is almost equal to pressure in a lower oil chamber, in short, the relief valve 23 can be operated by a dfference of pressure between the upper and lower oil chambers. In consequence, the relief valve 23 can be operated by a large difference of pressure, and unevenness of a relief valve characteristic can be reduced to obtain a stable operation characteristic.
