In the sleeve, a toner layer thickness regulating member 4 and a magnetic roller 2 having magnetic poles N1 and S1 at least in parts facing to the photosensitive drum are provided. Though the speed of the photosensitive drum is changed for variable magnification, the thickness of the toner layer is made small at a contracting copy time because the process speed is lower than that at a nonmagnification copy time, and the thickness of the toner layer is made large at an anlarging copy time. The thickness of the toner layer is adjusted by adjusting the magnitude of the magnetic force of the magnetic pole N of the magnetic roller or the distance between a tonner layer thickness regulating member (magnetic blade) and the sleeve.
