A toner D is carried to a developing section 4 with the developing agent carrying drum, and the toner layer thickness can be restricted with a restricting drum 7 made of non-magnetic substance and the external circumference of which is coarse or uneven restricts the toner layer thickness further, after restricting the toner layer thickness with a blade 9. Excessive toner can be separated and removed from the developing drum by turning the drum 7 in a reversed direction to the development drum.
