CONSTITUTION: A returned sludge flow rate Qr and an inflow sewage flow rate Qi detected by flow meters 6 and 7, respectively, are added by an adder 16. The reciprocal of the sectional area of a sewage-flowing line inside an aeration vessel 1 is multiplied to Qi+Qr obtained by the adder 16, by a multiplier 17 to obtain a flow speed Va inside the aeration vessel 1. A computer 15 introduces the flow speed Va and calculates a proportional storage gain G=f(Va) with the function f(Va) of the flow speed Va.
