At this time, a band-compressed signal can be obtained from terminal 5a by extending the clock period for read. In case that element 10 is used as a temporary memory elememt, registers 2 and 3 are used as the storage part. A band-compressed signal is supplied to terminal 1a of input register 1, and the period of write clocks is extended at this time, and next, written contents are transferred to register 3 and are read out by normal clocks thus obtaining the original band-expanded signal at terminal 5a.
