A flow-rate adjusting signal generated by the meter 4 is supplied to a flow-rate adjusting valve 5, opening the valve 5 and adjusting the opening degree of the valve. This opening degree of the valve is the degree wherein the nitrogen gas which flows from a nitrogen gas supply pipe 6 into the hydrogen gas supply pipe 2 and can prevent, in combination with the hydrogen gas or independently, the flow- in of air from a flare burner into the hydrogen gas supply pipe 2 can be made to flow into the hydrogen gas supply pipe 2.
