CONSTITUTION:After mixed in a constant amount, water and a surface active agent are put into a water tank 1. Then, the mixture drops down to an exclusive agitation tank, while an oil is fed through an inlet 14. A rotary agitator 5 and a liquid pump 15 are actuated. A perfect emulsification takes place by agitation forces of two different mixers to yield an emulsion in an extremely fine particle.
