CONSTITUTION:A surfactant 11 is added at 0.01-5vol% ratios to the liquid hydrocarbon oil 12 mixed with liquid hydrocarbon oil or powdery carbide contg. 5-50vol% water contents. This is fed by compressing into a static type inpipe mixer 8 provided with a twisted pipe and is emulsified and mixed, whereby the emulsified fuel 13 which is 0.1-20mum in mean dispersed particle sizes of oil and does not cause separation of oil and water for a long tme is obtained.
