PURPOSE:To improve the achievement rate of the [C] and temperature of molten steel at the blowing-out to the target values and oxygen efficiency by charging the molten iron which has beforehand undergone desiliconization, desulfurization and dephosphorization into a converter, and oxygen blowing the same under a fixed oxygen efficiency in a slag-free state. CONSTITUTION:Raw material molten steel for steel making is subjected to oxidation pretreatment with alkali metal compounds such as Na2CO3 as flux, whereby its Si, P and S are removed into the molten slag. The molten iron which has been considerably reduced of the contents of Si, P and S through the pretreatment is separated from the molten slag and is charged into an oxygen top blowing converter. Since the oxygen efficiency in the slag-free decarbonization oxygen blowing is as high as 97% and the decarbonization progresses at a fixed rate, the achievement rate of blowing-out at the target [C] and temperature depending upon the kinds of the steels to be produced is high and the refining efficiency high.
