This controller 10 is arranged by a deviation detector 43, which uses a feed-water flow rate signal 41A and a reactor water-level signal 42A generated from a feed-water flow rate temp correction circuit 41 and a reactor water-level pressure correction circuit 42, a reactor cooling material purifying system waste water flow rate signal 28A, etc. as inputs, an adder 44, a select circuit 45 for selecting as to whether the drainage adjusting valve 30 is controlled only by the reactor water-level signal or by three kinds of said signals, a water-level automatic controller 46A and a water-level maunal controller 46B.
