本実施形態によれば、透水層4と杭体5とが連続して形成されているので、地震時に地盤Gが液状化して地下水が上昇した場合であっても、杭体5内部を通して透水層4へ地下水を送って地表GLに排水することができる。従って、地下水による過大な浮力が基礎本体3に作用することを防止して、不均一な浮力による建物1の傾きを抑制することができるとともに、地盤G中に地下水が滞留することがなく、その腐敗や劣化を防止することができる。また、透水性を有した袋5Aに粒状物5Bを詰めて杭体5が構成され、透水性を有した土嚢材4Aを積層して透水層4が構成されているので、杭体5及び透水層4の透水性を確保して地下水をより確実に排水することができる。さらに、袋5Aの内部に粒状物5Bを詰めて杭体5が構築できるので、安価かつ容易な施工手順で杭体5を構築することができ、施工コストの抑制と工期短縮とを図ることができる。さらに、連結手段6によって杭体5と基礎本体3とが連結されているので、建物本体2や基礎本体3に作用する上向きの荷重に対し、杭体5の引き抜き抵抗力によって基礎の浮き上がりや転倒を防止することができる。
